Contract Award: Jones Maltsberger Road / Burning Trail Intersection (2017 Bond Project)
SUMMARY:
An ordinance accepting the lowest responsive bid and awarding a construction contract to E-Z Bel Construction, LLC in the amount of $896,608.67 of which $20,330.00 will be reimbursed by San Antonio Water System (SAWS) and $2,600.00 will be reimbursed by CPS Energy for the Jones Maltsberger Road / Burning Trail Intersection project, a 2017 Bond funded project, located in Council District 9.
BACKGROUND INFORMATION:
On May 6, 2017, voters approved the 2017 Bond Program which authorized $1,600,000.00 for street intersection improvements for the Jones Maltsberger Road / Burning Trail Intersection project located in Council District 9.
This project will provide for the reconfiguration of the Jones Maltsberger Road and Burning Trail intersection providing left turn lanes and traffic signal improvements to include the installation of new traffic signals as well as new curbs and sidewalks.
Procurement of Services
This project was advertised on September 25, 2019 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through electronic bidding site CivCast and through the TCI Small Business Office. Bids were opened on Tuesday October 29, 2019 and two bids were received. Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid. A matrix of the bid outcome is included herein.
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 24% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 4% African American Business Enterprise (AABE) subcontracting goal. E-Z Bel Construction, LLC has committed to meeting the subcontractor participation goal.
This construction contract was developed utilizing the low bid process. Therefore, a Contracts Disclosure Form is not required.
ISSUE:
This ordinance accepts the lowest responsive bid and awards a construction contract to E-Z Bel Construction, LLC in the amount of $896,608.67 of which $20,330.00 will be reimbursed by San Antonio Water System (SAWS) and $2,600.00 will be reimbursed by CPS Energy for the Jones Maltsberger Road / Burning Trail Intersection project, a 2017 Bond funded project, located in Council District 9.
This project will provide for the reconfiguration of the Jones Maltsberger Road and Burning Trail intersection providing left turn lanes and traffic signal improvements. The project will also provide for the widening of Jones Maltsberger Road to include the installation of new traffic signals as well as new curbs and sidewalks.
Project construction is anticipated to begin January 2020 and estimated to be completed July 2020. Construction activities will take place six days a week, sunrise to sunset.
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise the project; however, the additional time required for another solicitation process would adversely affect the timely completion of the project.
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount of $896,608.67 payable to E-Z Bel Construction, LLC of which $20,330.00 will be reimbursed by San Antonio Water System (SAWS) and $2,600.00 will be reimbursed by CPS Energy. Funds are available from the 2017 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program Budget.
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to E-Z Bel Construction, LLC in the amount of $896,608.67 of which $20,330.00 will be reimbursed by San Antonio Water System (SAWS) and $2,600.00 will be reimbursed by CPS Energy for the Jones Maltsberger Road / Burning Trail Intersection project.
