Local On-System Agreement: Military & Ingram Road Connectors (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance authorizing the execution of a Local On-System Agreement between the Texas Department of Transportation (TxDOT) and the City of San Antonio, authorizing the City of San Antonio to enter, construct and maintain the roadway and drainage and provide traffic signal improvements within the right-of-way of FM 1957, necessary for the completion of the Military & Ingram Road Connectors Project, a 2017 Bond funded project located in District 6.

 

 

BACKGROUND INFORMATION:

 

The Military & Ingram Road Connectors project recently began construction located within areas which are part of the state highway system. TxDOT approval is required as part of the Local On-System Agreement to allow the City to enter, continue construction and maintain the necessary improvements within TxDOT right-of-way in relation to the Military & Ingram Road Connectors Project, a 2017 Bond funded project located in District 6.

 

Previous City Council Action

On June 20, 2019, City Council approved though Ordinance 2019-06-20-0537 a construction award in the amount of $7,736,268.70 to E-Z Bel Construction, LLC for the Military & Ingram Road Connectors project.  The scope of the project is to construct a road extension of West Military Drive and Ingram Road Connectors to include curbs, sidewalks, bike facilities, intersection, traffic signal and drainage improvements. Project construction began August 2019 and is estimated to be completed by August 2020.

 

 

ISSUE:

 

This ordinance authorizes the execution of a Local On-System Agreement between the Texas Department of Transportation (TxDOT) and the City of San Antonio, authorizing the City of San Antonio to enter, construct and maintain the roadway and drainage and provide traffic signal improvements within the right-of-way of FM 1957, necessary for the completion of  the Military & Ingram Road Connectors Project, a 2017 Bond funded project located in District 6.

 

The execution of LOSA is necessary for the completion of Military & Ingram Road Connectors Project.  The project to be constructed will reside in TxDOT’s rights-of-way located on FM 1957. The scope of the project will construct the road extension on West Military Drive & Ingram Road Connectors to include curbs, sidewalks, bike facilities, intersection, traffic signal and drainage improvements. Project construction began August 2019 and is estimated to be completed by August 2020. 

 

The Texas Transportation Code requires municipalities of the state to enter into a Local On-System Agreement (LOSA) with TxDOT when construction and improvements are made on roadways of the state highway system.  This LOSA is consistent with such requirements and this agreement allows the City to enter, construct and maintain the necessary improvements within TxDOT right-of-way in relation to the Military & Ingram Road Connectors Project.  There is no exchange of funds between TxDOT and the City upon execution of the agreement. 

 

Approval of this ordinance will be a continuation of the City’s commitment to maintaining and improving existing infrastructure in collaboration with other governmental agencies.

 

 

ALTERNATIVES:

 

City Council could choose not to approve this agreement; however, the City would not receive TxDOT’s authorization to enter and construct within its right-of-way.  This would delay the completion of the project and required changes in project scope.  The most cost effective option would be to approve the execution of the Local On-System Agreement.

 

 

FISCAL IMPACT:

 

There is no fiscal impact associated with the execution of the Local On-System Agreement.

 

RECOMMENDATION:

Staff recommends authorizing the execution of a Local On-System Agreement between the Texas Department of Transportation (TxDOT) and the City of San Antonio, authorizing the City of San Antonio to enter, construct and maintain the roadway and drainage and provide traffic signal improvements within the right-of-way of FM 1957, necessary for the completion of the Military & Ingram Road Connectors Project.
