 Job Order Contract: (Task Order) Brackenridge Park (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance authorizing a task order to a Job Order Contract with Amstar, Inc. in an amount not to exceed $248,470.00 to dewater Lambert Beach area of the San Antonio River as part of the Brackenridge Park project, a 2017 Bond funded project, located Citywide.

 

 

BACKGROUND INFORMATION:

 

On May 6, 2017, the City approved the 2017 Bond Program authorizing $7,750,000.00 for improvements to Brackenridge Park located in Council District 2.  The Brackenridge Park project is currently in design with a scope of work to include repair and rehabilitation of the historic river walls in the Lambert Beach area of the San Antonio River. 

 

This task order will provide for the dewatering of the Lambert Beach area of the San Antonio River allowing the project design team to execute an investigation of the current condition of the river walls in the area of which a significant portion of the walls are below the river water line.  The dewatering effort as part of this project is anticipated to begin December 2019 and estimated to be completed by February 2020.

 

This is a task order to utilize the Job Order Contracting (JOC) that was approved through Ordinance 2019-02-21-0134 by City Council on February 21, 2019.  The use of the JOC delivery method provides the City with on-call construction, renovation and maintenance services for City buildings and facilities.  Assignment of JOC contractors to specific jobs is based on the contractor’s current workload, overall capacity, and familiarity with a specific facility, expertise in completing specific task and/or managing a specific trade needed to carry out the requested work. Of the ten contractors, Amstar, Inc. was selected to submit an estimate and project schedule for this Project. 

 

This task order will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee set a 24% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 4% African American Business Enterprise subcontracting goal for JOCs.  Amstar, Inc., has committed to a 24% M/WBE and 4% AABE subcontractor participation. 

 

The Discretionary Contracts Disclosure Form, as required by the City’s Ethics Ordinance for all Projects where subjective criteria are used to select the contractor or consultant rather than by low bid, is attached.

 

 

ISSUE:

 

This ordinance authorizes a task order to a Job Order Contract with Amstar, Inc. in an amount not to exceed $248,470.00 to dewater Lambert Beach area of the San Antonio River as part of the Brackenridge Park project, a 2017 Bond funded project, located Citywide.

 

This task order will provide for the dewatering of the Lambert Beach area of the San Antonio River allowing the project design team to execute an investigation of the current condition of the river walls in the area of which a significant portion of the walls are below the river water line.  Full investigation of the site will give the design team the ability to identify the most efficient and cost effective methods of rehabilitation and stabilization to complete the design phase of the project.  The dewatering effort is anticipated to begin December 2019 and estimated to be completed by February 2020. 

 

Brackenridge Park will remain open during construction and river flow will be maintained through existing bypass pipes.

 

 

ALTERNATIVES:

 

As an alternative, the dewatering effort as part of this project could not be executed in lieu of proceeding with design of the river wall rehabilitation without the benefit of investigation.  However, this could potentially escalate construction costs due to the unknown conditions of the walls, thus generating multiple change orders during construction that could adversely affect the project budget and timely completion of the project. 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in an amount not to exceed $248,470.00 authorized payable to Amstar, Inc.  Funds are available from 2017 General Obligation Bond Program and previously authorized debit proceed funds included in the FY 2020 - FY 2025 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing a task order for a Job Order Contract in the amount of $248,470.00 to Amstar, Inc. to dewater Lambert Beach area of the San Antonio River as part of the Brackenridge Park project.
