Armored Tactical Vehicle

 

 

SUMMARY:

 

An ordinance authorizing an offer with Lenco Industries, Inc. to provide one Armored Tactical Vehicle for the San Antonio Police Department (SAPD) for a total cost of $308,178.00 to be funded from the 2019 Urban Area Security Initiative (UASI) Grant.

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the acceptance of an offer from Lenco Industries, Inc. to provide the San Antonio Police Department (SAPD) with one Armored Tactical Vehicle for a total cost of $308,178.00 to be funded from the 2019 Urban Area Security Initiative (UASI) Grant.

 

This vehicle shall be used by the SAPD to transport the Special Weapons and Tactics Team (SWAT) officers to and from hostile situations and to assist with the recovery and protection of civilians in harm's way during terrorist threats, hostage incidents or encounters with large gatherings of aggressors. The Armored Tactical Vehicle is designed to provide protection from a variety of small arms, explosives and improvised explosive device threats in critical emergency situations. This unit will also be utilized in support of Homeland Security as well as the capability to respond to natural or manmade disasters.  

 

 

ISSUE:

 

This unit will be purchased from Lenco Industries, Inc. utilizing U.S. General Services Administration (GSA) Contract number GS-07F-169DA is made under federal supply schedules of the United States General Services Administration in accordance with Texas Local Government Code § 271.103.

 

This vehicle will have a three year warranty on Lenco manufactured components.  The chassis and powertrain will have the standard Ford manufacturer’s warranty.  The life expectancy of this vehicle is 120 months.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be awarded, the San Antonio Police Department and the SWAT Team’s ability to protect the public may be compromised in a critical emergency situation or terrorist related incident.  The department may be unable to respond in an effective manner to potential threats that could sabotage the security of the public at large. This could impact the department’s ability to provide the best protection during a high security alert, resulting in improper security measures in serving the residents of San Antonio.

 

 

FISCAL IMPACT:

 

This ordinance accepts the offer from Lenco Industries, Inc. to provide one Armored Tactical Vehicle for the SAPD for a total cost of $308,178.00.  Funding is available from the 2019 Urban Area Security Initiative (UASI) Grant.

 

 

RECOMMENDATION:

 

Staff recommends the approval of the contract with Lenco Industries, Inc. to provide one Armored Tactical Vehicle to the Police Department’s fleet for a total cost of $308,178.00.

 

This contract was procured on the basis of cooperative purchasing and a Contracts Disclosure Form is not required.
