SUBJECT:

 

On-Call Water and Mold Remediation Services for the San Antonio Airport

 

 

SUMMARY:

 

City Council consideration of a professional services agreement with Alamo Environmental, Inc., dba Alamo 1 for on-call water and mold remediation services at the San Antonio Airport System in the amount of $300,000.00. The initial term of the agreement is three years with the option to extend for two, one-year periods.

 

 

BACKGROUND INFORMATION:

 

The San Antonio Airport System requires consultants to perform all aspects of mold, sewer and water remediation to comply with regulations set forth by the Texas Commission for Environmental Quality, the U.S. Environmental Protection Agency, and the Texas Department of State Health Services.

 

Consultants are needed to respond and perform on-call emergency environmental services related to activities involving mold abatement and water damage repair services within the Airport System’s facilities and surrounding areas. Work performed under this contract may include cleanup and removal, loading, transportation, management and disposal of impacted liquid media from facilities in the airport system or any other City-owned properties. Other work may include recycling or disposing of construction debris, dehumidification, water extraction, santitizing and deodorizing, damage assessment, minor demolition of damaged building interior, restoration and minor reconstruction of damaged areas to a useable state. Additionally, other work may include the disposal of municipal solid waste, industrial waste and liquid wastes. The contractor will be required to generate, maintain and provide copies of waste manifests to the department when rendering disposal services.

 

Because the airport system is a 24-hour operation, the consultants are required to respond by telephone within 30 minutes of emergency response notifications and arrive to the site within two hours of verbal or electronic notification.

 

 

ISSUE:

 

A Request for Proposals was released on July 17, 2019. Two responses were received on September 4, 2019. One of the proposals was deemed non-responsive as the proposal did not meet the Disadvantaged Business Enterprise (DBE) goals. The evaluation committee, comprised of representatives from the Aviation Department and Freese and Nichols, one of the environmental consultants for the airport system, reviewed the second proposal based on the published evaluation criteria, which included the evaluation of Experience, Background and Qualifications; Proposed Plan; Price; and DBE Program. The committee came to a consensus and recommended Alamo1.

 

The Aviation Department’s Small Business Section has reviewed and approved the DBE Good Faith Effort Plan submitted by Alamo1. The DBE goal for this contract was set at 8%, which Alamo1 exceeded. As this agreement is subject to federal funds, it is an exception to the Local Preference Program and Veteran-Owned Small Business Preference Programs.

 

 

ALTERNATIVES:

 

City Council could direct staff to issue another solicitation for these services. However, the re-issue would delay the delivery of the specialized and technical expertise while a new solicitation is developed and released.

 

 

FISCAL IMPACT:

 

This ordinance authorizes a professional services agreement with Alamo Environmental, Inc., dba Alamo 1 for on-call water and mold remediation services at the San Antonio Airport System in the amount not to exceed $300,000.00. The initial term of the agreement is for three years with an option of two, one-year extensions. Expenditures for these services are subject to available funding and authorized by capital project or operating budget at the time the work is requested or project funds are appropriated through ordinance. The City will make no minimum guarantee pertaining to the volume of work which may be expected.

 

RECOMMENDATION:

 

Staff recommends the approval of a professional services agreement with Alamo1 for on-call water and mold remediation for the San Antonio Airport System.
