Police Patrol Motorcycles

 

 

SUMMARY:

 

This ordinance authorizes contracts with Kent Powersports and Overseas Parts Distributing Inc. dba Alamo BMW to provide the San Antonio Police Department with ten replacement police patrol motorcycles for a total cost of $249,572.25. 

 

A.                     Funding for five (5) Honda Police Patrol Motorcycles from Kent Powersports in the amount of $113,523.30 is available from the FY 2020 Equipment Renewal and Replacement Fund (ERRF). 

 

B.                     Funding for five (5) BMW Police Patrol Motorcycles from Overseas Parts Distributing Inc. dba Alamo BMW in the amount of $136,048.95 for is available from the FY 2020 Equipment Renewal and Replacement Fund (ERRF).

 

 

BACKGROUND INFORMATION:

 

A.  Submitted for City Council consideration and action is the attached offer to provide the San Antonio Police Department with a contract for the purchase of five replacement Honda Goldwing Police Patrol Motorcycles from Kent Powersports for a total cost of $113,523.30.  These motorcycles will be utilized by the Police Department and will provide vital support to public safety, law enforcement and security for the residents of the City of San Antonio and surrounding areas.

 

Through extensive testing and evaluation, the SAPD and San Antonio Police Officers’ (SAPOA) Labor Relations Committee (LRC) unanimously chose the Honda Goldwing Motorcycle. The LRC reviews equipment requirements in support of law enforcement operations. The patrol units are replaced at 36 months when the equipment has met or will meet its age or hour requirement cycles for replacement. The proposed recommendation complies with all requirements as set forth in the Collective Bargaining Agreement (CBA).  The recommendation to purchase Honda Goldwing Motorcycles was first presented to the Public Safety Council Committee on October 24, 2012.

 

B.  Submitted for City Council consideration and action is the attached offer to provide the San Antonio Police Department with a contract for the purchase of five BMW R 1250 RT Police Patrol Motorcycles from Overseas Parts Distributing Inc. dba Alamo BMW for a total cost of $136,048.95. These BMW motorcycles will replace Honda Goldwing motorcycles which have met their replacement parameters. These motorcycles will be utilized by the Police Department and will provide vital support to public safety, law enforcement and security for the residents of the City of San Antonio and surrounding areas.

 

SAPD and San Antonio Police Officers (SAPOA) Labor Relations Committee (LRC) unanimously chose to purchase five BMW R 1250 RT-P police motorcycles. These motorcycles differ from the current motorcycle in use, in that they come with a comprehensive police equipment package.  The proposed motorcycle shall include emergency lights, siren, power ports and specialty storage. The SAPD, in coordination with the LRC, recommend the BMW motorcycle be transitioned to replace the current Honda Goldwing, if it is demonstrated to be a better option for motorcycle patrol units.  The patrol units are replaced at 36 months when the equipment has met or will meet its age or hour requirement cycles for replacement. The proposed recommendation complies with all requirements as set forth in the Collective Bargaining Agreement (CBA).

 

 

ISSUE:

 

This contract will provide the Police Department with ten replacement police patrol motorcycles.  This purchase consist of five Honda Goldwing Police Patrol Motorcycles and five BMW R 1250 RT Police Patrol Motorcycles.  The replacement of these motorcycles is consistent with the City’s Equipment Renewal and Replacement Fund program. These motorcycles are being purchased utilizing a Public Health or Safety exemption from competitive bidding.  However, offers were solicited from multiple Honda and BMW dealerships.

 

The Honda motorcycles are covered by three year warranty and the BMW motorcycles are covered by a 36 months, 60,000 miles warranty, plus 36 months roadside assistance.  The life expectancy for these units is 36 months.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

There were no offers submitted from local offerors for these contracts; therefore, the Local Preference Program was not applied.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Police Department’s ability to provide essential services to the residents of San Antonio could be affected. All of the replaced equipment has met or will meet its age or hour requirement cycles for replacement. The replacement date is considered the optimum time for replacement as delaying the acquisition could render the units no longer economically feasible to repair and could impact the departments’ ability to provide essential services to the residents of San Antonio.

This contract was procured on the basis of a Public Health or Safety exemption and a Contracts Disclosure Form is not required.
