SUBJECT:                     Post-Solicitation Briefing for the Civil Engineering Design Services for Broadway Street from IH-35 to E. Mulberry Avenue (Upper Segment)

The Broadway Street Corridor is a $42.0 million 2017 Bond Program project approved by voters on May 6, 2017.  The lower segment is located from East Houston Street to IH-35, is city-owned right-of-way, and is currently being delivered via a separate design-build contract with Sundt Construction, Inc.  Project scope for the lower segment includes roadway reconstruction, sidewalks and pedestrian amenities, adjacent buffered bicycle lanes (N. Alamo & Avenue B), traffic signal and lighting improvements, underground drainage, etc.   The upper segment (current design solicitation) from IH-35 to Mulberry is TxDOT owned.  Project scope for the upper segment includes roadway reconstruction, sidewalks and pedestrian amenities, bike lanes along Broadway and adjacent bike lanes along Avenue B, traffic signal and lighting improvements, underground drainage, and low impact development (LID) features. TxDOT and the Federal Highway Administration (FHWA) will contribute additional funds towards the construction of the upper segment once design is complete.  The environmental clearances and schematic design are currently underway.  The value of the design contract for the upper segment is currently estimated at $4,100,000.

 

The evaluation committee consisted of staff from the City Manager’s Office, TCI and City Public Service (CPS). The evaluation committee evaluated and scored the proposals based on the published criteria for Phase I which included: Experience, background and qualifications, key personnel, key sub-consultants; Experience with issues in the San Antonio Region and Past experiences with the City of San Antonio; Understanding of the project and proposed management plan; and overall evaluation of the firm/team and its ability to provide the required services.  Phase II utilized the same criteria and included interviews from the short-listed firms. 

 

This item is tentatively scheduled for City Council consideration in March 2020.
