Professional Services Agreement Amendment:  South Alamo Street (Market Street to East Cesar E. Chavez Boulevard) Project (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance authorizing the execution of an amendment to the Professional Services Agreement between the City of San Antonio and MIG, Inc. in an increased amount not to exceed $671,121.55 for design, engineering and construction phase services in relation to the South Alamo Street (Market Street to East Cesar E. Chavez Boulevard) Project, a 2017 Bond funded project located in Council District 1.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017 voters approved the 2017 Bond Program which authorized $9,000,000.00 for South Alamo Street (Market Street to East Cesar E. Chavez Boulevard) located in Council District 1.  This project will provide for the reconstruction of Alamo Street from Market to Cesar E. Chavez including the construction of pedestrian amenities and enhancements as appropriate and within available funding.  The South Alamo Street (Market Street to East Cesar E. Chavez Boulevard) is a continuation of previous bond funded projects that have resulted in various street and sidewalk improvements within and surrounding the HemisFair Park area. 

 

This amendment will provide for the design completion of South Alamo Street (Market Street to East Cesar E. Chavez Boulevard).

 

Previous City Council Action

A previously executed contract with MIG, Inc. for the HemisFair Park Area Street Projects in the amount of $3,100,000.00 was approved by City Council on November 17, 2011 through Ordinance 2011-11-17-0928.  Amendments have increased this contract by $115,313.00 to a total of $3,215,313.00.  This amendment will increase the contract by $671,121.55 to a contract amount of $3,886,434.55.

ISSUE:

 

This ordinance authorizes an amendment to the Professional Services Agreement between the City of San Antonio and MIG, Inc. in an increased amount not to exceed $671,121.55 for additional design, engineering and construction phase services in relation to the South Alamo Street (Market Street to East Cesar E. Chavez Boulevard) Project, a 2017 Bond funded project located in Council District 1.

 

On November 17, 2011, City Council approved the selection of MIG, Inc. for the negotiation and execution of a professional services agreement for design services in an amount not to exceed $3,100,000.00 for HemisFair Park Area Street Projects.  The scope included design and construction phase services for Cesar Chavez Boulevard, South Alamo Street, Water Street and Nueva Street (formerly Goliad Street).  The design and construction of Water Street and Nueva Street (formerly Goliad Street) have been completed.  However, due to adjacent and developing projects along and within Hemisfair and Alamo Plaza the design completion of Cesar Chavez Boulevard and South Alamo Street was delayed until developing projects concepts and scopes were defined to ensure continuity of design and coordination.  The developing projects have since been defined and completion of design can now proceed. 

 

This amendment will provide for the design completion of South Alamo Street (Market Street to East Cesar E. Chavez Boulevard).  Upon approval, design is anticipated to begin in February 2020 and completed in August 2020. 

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to approve these additional professional services and recommend the solicitation of these services.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project and result in the potential loss of design continuity and coordination efforts invested with the adjacent downtown projects. 

 

FISCAL IMPACT:

 

This is one-time capital improvement expenditure in the amount not to exceed $671,121.55 increasing the current contract amount from $3,215,313.00 to $3,886,434.55 payable to MIG Inc. to provide additional design engineering services related to the South Alamo Street (Market Street to East Cesar E. Chavez Boulevard) Project. Funds are available from previously authorized debt proceeds and from 2017 - 2022 General Obligation Bond funds and are included in FY 2020-2025 Capital Improvements Program Budget.

 

RECOMMENDATION:

 

Staff recommends approval of the execution of an amendment to the Professional Services Agreement between the City of San Antonio and MIG, Inc. in an increased amount not to exceed $671,121.55 for design, engineering and construction phase services in relation to the South Alamo Street (Market Street to East Cesar E. Chavez Boulevard) Project.
