SUBJECT:

Minor Amendment to Chapter 14 City Code- Collection of Solid Waste Material

SUMMARY:

This is a minor amendment to Chapter 14 of the City Code that outlines waste collection from Non-Traditional Residential Properties, also referred to as Infill Development. This amendment defines Non-Traditional Development, as well as requirements for City provided solid waste collection services that developers must follow should they choose to have City provided services.

BACKGROUND INFORMATION:

High density single family developments have recently become very popular. Waste collection by the City was difficult to perform primarily because these developments lacked access for the City trucks resulting in a denial of waste collection services after the development was constructed. The development community requested that a structure be established that can be followed during the permitting process to ensure City waste collection is provided or to opt out in favor of private commercial service. This amendment is to Chapter 14, which deals with Solid Waste collection and reflects an Information Bulletin (IB 576) developed jointly between the Development Process Task Force, Development Services and the Solid Waste Departments. The Professional Engineers in Private Practice/American Institute of Architects focus group was also engaged and supported this Information Bulletin. The Solid Waste Department periodically meets with private waste haulers in San Antonio. This group was also in agreement with the Information Bulletin.

ISSUE:

The solid waste city code should be amended to support current process for new developments requesting City waste collection services.

ALTERNATIVES:

City code would not reflect a recently agreed upon process for waste collection services for new developments.
