Mobile Shower Trailer Purchase

 

 

SUMMARY:

 

This ordinance authorizes a contract with Ameri-Can Engineering in the amount of $58,583.35 for the purchase of a mobile shower trailer to provide hygienic assistance to individuals experiencing homelessness or other community emergencies, as needed. Funding for this contract is available through the City Council Project Fund (CCPF) and the Department of Human Services FY 2020 General Fund Budget.

 

 

BACKGROUND INFORMATION:

 

Submitted for Council consideration and action is a bid submitted by Ameri-Can Engineering for the purchase of a mobile shower trailer in the amount of $58,583.35.  The mobile shower trailer will provide assistance to individuals experiencing homelessness, be utilized during other community initiatives or for emergencies. At the request of Councilman Roberto Treviño, City Council directed the Department of Human Services (DHS) to initiate a mobile shower program to provide homeless individuals and San Antonio residents experiencing emergency situations with access to hygienic shower facilities. As part of this request, City Council collectively contributed portions of their City Council Project Funds (CCPF) towards the purchase a mobile shower unit for this initiative. City Council has collectively committed a total of $32,375.00 in CCPF towards the purchase of a mobile shower unit.

 

On July 22, 2019, DHS partnered with Christian Assistance Ministries (CAM) and Baptist Child and Family Services (BCFS) to initiate a mobile shower pilot to provide assistance to individuals and families experiencing homelessness or for other City-wide community challenges. As of December 31, 2019, the mobile shower pilot has provided a total of 1,407 showers to 404 individual clients.

 

The City issued a Formal Invitation for Bid (IFB) for “Portable Shower Unit for the Department of Human Services (6100011886) on August 2, 2019, with a submission deadline of August 21, 2019. One bid was received and deemed responsive. The response as submitted by Ameri-Can Engineering is recommended for award.  The bid includes a 8.5 x 20 foot shower trailer with a 3-station combo (2 Standard Stalls and 1 ADA Stall).  

 

ISSUE:

 

This contract will provide the Department of Human Services with the purchase of a mobile shower trailer which will provide assistance to individuals experiencing homelessness or other community emergencies, as needed. 

 

This contract is within the scope of the SBEDA Program.  However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract.

 

There were no bids submitted from local bidders for this contract; therefore, the Local Preference Program was not applied.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

ALTERNATIVES:

 

Should the contract not be approved, the Department of Human Services would be required to end the program or issue another competitive Formal Invitation for Bid (IFB) for the purchase of a mobile shower unit.     

 

 

FISCAL IMPACT:

 

This ordinance authorizes the purchase of a mobile shower trailer in the amount of $58,583.35 from Ameri-Can Engineering, of which a total of $32,375.00 is included and available in the FY 2020 General Fund Adopted Budget for City Council Project Fund (CCPF) and the remaining $26,208.35 is included and available in the Department of Human Services’ FY 2020 Adopted General Fund budget.

RECOMMENDATION:

 

Staff recommends the approval to contract with Ameri-Can Engineering in the amount of $58,583.35 to provide the Department of Human Services with a mobile shower trailer.

 

This contract was procured on the basis of competitive bidding, and therefore, a Contracts Disclosure Form is not required.
