SUBJECT:

Airfield Improvements Package 6 at the San Antonio International Airport


SUMMARY:

City Council consideration of two ordinances related to the Airfield Improvements Package 6 project:

A. An ordinance awarding a construction contract to SpawGlass Civil Construction, Inc. (SpawGlass) for the Airfield Improvements Package 6 project, which includes phases of Taxiway E Reconstruction and Runway 13R Rehabilitation projects, in the amount of $7,691,662.96.
B. An ordinance amending the professional services agreement with Kimley-Horn and Associates, Inc. (KHA) for construction administration, resident project representation, project management, inspection services and additional design services in the amount of $1,185,802.15.

Funding in the amount of $6,438,435.00 is available from the Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grants and $2,439,030.11 is available from Interim Airport Financing. These funds are budgeted and available in the FY 2020 - FY 2026 Capital Improvement Program.


BACKGROUND INFORMATION:

In January 2013, City Council authorized, through Ordinance 2013-01-31-0065, a professional services agreement with KHA for three airfield projects eligible for FAA AIP grant funds: Runway 13R Rehabilitation, Terminal Areas Taxiways and Taxiway Echo Reconstruction. Typically, the FAA contributes 75% to the eligible project cost with the City providing the remaining 25% of the costs. The FAA and City have coordinated to package the construction phases of these projects to maximize grant funds and minimize impacts on airline and airport operations.

All five previous packages have completed construction:
* Phase 1 reconstructed two separate sections of concrete runway pavement of Runway 13R and Taxiway G from Runway 4/22 to Taxiway A. It also constructed new parallel taxiways to both Taxiways G and N.
