SUBJECT:
Airfield Improvements Package 6 at the San Antonio International Airport
SUMMARY:
City Council consideration of two ordinances related to the Airfield Improvements Package 6 project:
A. An ordinance awarding a construction contract to SpawGlass Civil Construction, Inc. (SpawGlass) for the Airfield Improvements Package 6 project, which includes phases of Taxiway E Reconstruction and Runway 13R Rehabilitation projects, in the amount of $7,691,662.96.
B. An ordinance amending the professional services agreement with Kimley-Horn and Associates, Inc. (KHA) for construction administration, resident project representation, project management, inspection services and additional design services in the amount of $1,185,802.15.
Funding in the amount of $6,438,435.00 is available from the Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grants and $2,439,030.11 is available from Interim Airport Financing. These funds are budgeted and available in the FY 2020 - FY 2026 Capital Improvement Program.
BACKGROUND INFORMATION:
In January 2013, City Council authorized, through Ordinance 2013-01-31-0065, a professional services agreement with KHA for three airfield projects eligible for FAA AIP grant funds: Runway 13R Rehabilitation, Terminal Areas Taxiways and Taxiway Echo Reconstruction. Typically, the FAA contributes 75% to the eligible project cost with the City providing the remaining 25% of the costs. The FAA and City have coordinated to package the construction phases of these projects to maximize grant funds and minimize impacts on airline and airport operations.
All five previous packages have completed construction:
• Phase 1 reconstructed two separate sections of concrete runway pavement of Runway 13R and Taxiway G from Runway 4/22 to Taxiway A. It also constructed new parallel taxiways to both Taxiways G and N.
• Phase 2 repaired the existing intersection pavements at Taxiways G and L and Taxiways G and N as well as the center section panels of Taxiway G between Taxiways K and Y. The project also widened the entire inner Taxilane East of Terminal A.
• Phase 3 reconstructed Taxiway N from Taxiway G to Runway 4/22 and reconstructed and constructed new connector taxiways to Runway 4/22 as well as construction connector taxiways to the Terminal A apron to improve aircraft operations around the terminal area.
• Phase 4 rehabilitated the primary Runway 13R/30L’s electrical systems, reconstructed Taxiway J between Taxiway G and Runway 13R/31L, and the reconstructed failing pavements at the intersections of Taxiways A and G as well as Taxiways D and G.
• Phase 5 removed a taxiway bridge and buried municipal solid waste and replaced with on-grade taxiway. This project is in the project close-out phase.
A. Airfield Improvements Package 6
This year’s grant package, Airfield Improvements Package 6, addresses phases of the Taxiway E Reconstruction and Runway 13R Rehabilitation projects. The project will reconstruct and relocate Taxiway E to improve the taxiway pavement condition and enhance airfield safety by moving it away from a high-intensity area; construct a temporary Bypass Taxiway RC in order to maintain airfield access to the runways for three corporate tenants during next year’s construction package, Airfield Improvements Package 7; and, relocate and improve the FAA’s underground communication loop system that is impacted by both projects.
B. Kimley-Horn and Associates, Inc.
The original contract amount for planning and design services was $5,191,606.00. Previous amendments were authorized for additional design services and construction phase services for each year’s construction package for the three airfield projects.
This amendment will increase the contract in the amount of $1,185,802.15 and will provide for construction administration, resident project representation, project management, and inspection services.
ISSUE:
In the past, the Aviation Department has used the Invitation For Bids (low bid) for the procurement methodology for awarding construction contracts for airfield improvement projects funded with FAA grants funds. However, airfield improvement projects are more complex than the typical horizontal project and often have unforeseen conditions. Therefore, the Department coordinated with the FAA to use an alternative project delivery type for the first time for an airfield project’s construction contract.
On April 1, 2019, the City released a Request for Competitive Sealed Proposals (RFCSP) for this project after it was presented as a pre-solicitation select item to the Audit and Accountability Committee on March 19, 2019. Four proposals were received on June 11, 2019 and deemed eligible for evaluation. In July 2019, the proposals were evaluated and scored based on published criteria by the evaluation committee, which included representatives from the Aviation Department and Atkins North America, Inc. Two firms with the highest scoring proposals were selected for interviews. The committee reconvened in July 2019 for the interviews, followed by the final discussion and scoring. The committee recommended awarding the contract to SpawGlass.
The solicitation was released under the FAA Disadvantaged Business Enterprise (DBE) Program. The Small Business Section for the Aviation Department has reviewed and approved the DBE Good Faith Effort Plan submitted by SpawGlass. The DBE goal for this contract was set at 15%, which SpawGlass exceeded.
The item was briefed to the Audit and Accountability as a post-solicitation select item on September 17, 2019. The committee approved the solicitation to move forward to the full City Council for consideration.
The final federal grant for the Airfield Improvements Package 6 was released on December 16, 2019.
This action will award the construction contract to SpawGlass and amend the professional services agreement with KHA.
ALTERNATIVES:
City Council could choose not to approve awarding the construction contract; however, the City is not equipped or staffed to construct the project.
FISCAL IMPACT:
This is a one-time capital expense in the amount of $8,877,465.11 for the Airfield Improvements Package 6 project at San Antonio International Airport. Funding in the amount of $6,438,435.00 is available from the FAA AIP grants and $2,439,030.11 is available from the Interim Airport Financing. These funds are budgeted and available in the FY 2020 - FY 2025 Capital Improvement Program.
RECOMMENDATION:
Staff recommends the awarding of a construction contract with SpawGlass and an amendment to the professional services agreement with KHA for Airfield Improvements Package 6 at the San Antonio International Airport.
