SUBJECT:

 

Contract Award: Thousand Oaks Drive (Wetmore Road to Perrin Beitel Road) (2017 Bond)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract including an additive alternate to E-Z Bel Construction, LLC in the amount of $3,845,353.78 of which $1,433,706.30 will be reimbursed by San Antonio Water System (SAWS) for the Thousand Oaks Drive (Wetmore Road to Perrin Beitel Road) project, a 2017 Bond funded project, located in Council District 10.

 

BACKGROUND INFORMATION:

 

On May 6, 2017, voters approved the 2017 Bond Program which authorized $3,000,000.00 for streets improvements to Thousand Oaks Drive (Wetmore Road to Perrin Beitel Road) located in Council District 10. 

 

This project will provide for roadway improvements to the Thousand Oaks corridor along lanes that have deteriorated due to consistent and high volume of bus, truck and other motorist traffic.  The project will reconstruct the outside lanes along Thousand Oaks from Wetmore to Perrin Beitel including the completion of pavement and utility improvements as appropriate. The additive alternate included as part of this contract will provide for the mill and overlay of the inner travel lanes from Bulverde Road to about 300 feet east of Park Crossing.  Project construction is anticipated to begin March 2020 and estimated to be completed March 2021. 

 

Procurement of Services

This project was advertised in October 23, 2019 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through electronic bidding site CivCast and through the TCI Small Business Office.  Bids were opened on November 26, 2019 and two bids were received.  Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 21% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) subcontracting goal.  E-Z Bel Construction, LLC has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract including an additive alternate to E-Z Bel Construction, LLC in the amount of $3,845,353.78 of which $1,433,706.3.00 will be reimbursed by San Antonio Water System (SAWS) for the Thousand Oaks Drive (Wetmore Road to Perrin Beitel Road) project, 2017 Bond and previously authorized debt funded project, located in Council District 10.

 

This project will provide for roadway improvements to the Thousand Oaks corridor along lanes that have deteriorated due to consistent and high volume of bus, truck and other motorist traffic.  The project will reconstruct the outside lanes along Thousand Oaks from Wetmore to Perrin Beitel including the installation of new concrete bus pads as well as the completion of pavement and utility improvements. Utility improvements will include as appropriate the replacement of a water main with associated valves and meter adjustments as well as rehabilitation of the sanitary sewer main.  The additive alternate included as part of this contract will provide for the mill and overlay of the inner travel lanes from Bulverde Road to about 300 feet east of Park Crossing.

 

Project construction is anticipated to begin March 2020 and estimated to be completed March 2021. 

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise the project; however, the additional time required for another solicitation process would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $3,845,353.78 payable to E-Z Bel Construction, LLCOf this amount, $1,433,706.30 will be reimbursed by San Antonio Water System (SAWS).  Funds are available in the amount of $3,000,000.00 from the 2017 General Obligation Bond Program and are included in the FY 2020 - 2025 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract including an additive alternate to E-Z Bel Construction, LLC in the amount of $3,845,353.78 of which $1,433,706.30 will be reimbursed by San Antonio Water System (SAWS) for the Thousand Oaks Drive (Wetmore Road to Perrin Beitel Road) project.
