SUBJECT:  FY 2020 Bicycle Facilities Projects

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a Task Order Contract to Flasher Limited (DBA Flasher Equipment Company) in an amount not to exceed $1,961,982.50 for Bicycle Facility Projects. These projects may be funded from various funding sources to include, but are not limited, to the General Fund, the Advanced Transportation District Fund (ATD), debt proceeds or other funding sources.

 

 

BACKGROUND INFORMATION:

 

Each year, Transportation & Capital Improvements (TCI) is responsible for implementing various bicycle facility projects associated with bike lanes, shared use paths, protected bike lanes, cycle tracks and sharrows throughout the City. This task order contract will focus on the implementation of the Bicycle Infrastructure Management Program (IMP), but could also occasionally support the Street Maintenance IMP, Neighborhood Traffic Calming and Vision Zero safety projects.

 

Flasher Limited (DBA Flasher Equipment Company) has previously provided construction services to City bicycle facility projects and is familiar with the types of projects which can be affiliated with this contract.

 

Procurement of Services

The project was advertised in October 21, 2019 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through electronic bidding site CivCast and through the TCI Small Business Office.  Bids were opened on Tuesday, November 19, 2019, and two bids were received.  Of these, Flasher Limited, DBA Flasher Equipment Company submitted the lowest responsive bid in the amount of $1,961,982.50.  A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 31% Small Business Enterprise (SBE) subcontracting goal.  Flasher Limited, DBA Flasher Equipment Company has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a Task Order Contract to Flasher Limited (DBA Flasher Equipment Company) in an amount not to exceed $1,961,982.50 for Bicycle Facility Projects. These projects may be funded from various funding sources to include, but are not limited, to the General Fund, the Advanced Transportation District Fund (ATD), debt proceeds or other funding sources.

 

This task order contract will be utilized primarily to complete projects in support of the Bike IMP, Vision Zero and any other related work throughout the contract term beginning February 2020 and ending February 2022.  The proposed improvements primarily include pavement markings and signage to implement bicycle facilities.  Flasher Limited (DBA Flasher Equipment Company) will be providing all material and labor to complete each issued task order.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this work.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of projects.

 

 

FISCAL IMPACT:

 

Funds are not appropriated by this action.  The City will make no minimum guarantee pertaining to the volume of work. Work activities will be allocated in the form of task orders as availability of funds is identified. Funding sources for individual work orders may include, but are not limited to, the Advanced Transportation District (ATD), the General Fund, debt proceeds or other funding sources. If funding for any work activities is not previously appropriated, funding will be identified and appropriated through subsequent City Council action.

 

 

RECOMMENDATION:

 

Staff recommends the approval of a Task Order Contract with Flasher Limited (DBA Flasher Equipment Company) in an amount not to exceed $1,961,982.50 for Bicycle Facility Projects.
