SUBJECT:

Annual Contract for Concrete Services


SUMMARY:

This ordinance authorizes a contract with TCL Construction Enterprises, LLC for concrete work in San Antonio parks for a duration of up to three (3) years for a total contract amount of up to $6,884,691.00.


BACKGROUND INFORMATION:

The City of San Antonio utilizes annual contracts for procuring high volume repetitive purchases. Annual contracts are an efficient method of securing the best prices through volume purchasing and reducing large amounts of work related to the bid process. Utilization of annual contracts allows the City to procure numerous different commodities in support of the normal daily operations.

The formal competitive bid was advertised on October 23, 2019 and October 30, 2019 in the San Antonio Hart Beat, the City's website, and on TVSA. Bids were opened on November 26, 2019, with three (3) bidders submitting their bid. TCL Construction Enterprises, LLC was the lowest responsive bidder with the bid amount of $6,884,691.00.

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program. TCL Construction Enterprises, LLC, is a small minority, women-owned firm that will be self-performing some of the 25% M/WBE subcontracting goal and 4% AABE subcontracting goal.


ISSUE:

This proposed contract supplies labor and concrete material used by the Parks and Recreation Department for project and maintenance repairs including compliance with the Americans with Disabilities Act Requirements.


ALTERNATIVES:

Should the City not approve this contract, the department would be required to purchase services on an as needed basis wherein increased cost due to non-contract buying could be realized. This could result in delays for maintenance and repairs of parks.
