Contract Award: Rittiman Road (I-35 to Castle Cross Drive) (2017 Bond)


SUMMARY:

An ordinance accepting the lowest responsive bid and awarding a construction contract including two additive alternates to Alamo City Constructors, Inc. in the amount of $5,611,649.36 of which $2,747,932.90 will be reimbursed by CPS Energy and $198,473.70 will be reimbursed by by San Antonio Water System (SAWS) for the Rittiman Road (I-35 to Castle Cross Drive) project, a 2017 Bond funded project, located in Council District 2.

BACKGROUND INFORMATION:

On May 6, 2017, voters approved the 2017 Bond Program which authorized $4,000,000.00 for street improvements for the Rittiman Road (I-35 to Castle Cross Drive) project located in Council District 2.

This project will provide for roadway improvements to the Rittiman Road corridor along travel lanes experiencing deterioration due to consistently high volumes of bus, truck and other motorist traffic. The project will extend the right turn lane to ease congestion northbound I-35. Additionally, a concrete median will be extended past the Industry Park intersection to prevent unsafe left turns. As a part of construction, CPS Energy and SAWS will be upgrading and replacing gas, water and sewer infrastructure within the project limits.

Procurement of Services
This project was advertised in October 25, 2019 for construction bids in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA, through electronic bidding site CivCast and through the TCI Small Business Office. Bids were opened on December 17, 2019 and two bids were received. Of these, Alamo City Constructors, Inc. submitted the lowest responsive bid. A matrix of the bid outcome is included herein.
