Funding Agreement: Advanced Warning Flashing Beacons at Carvajal Elementary School

 

 

SUMMARY:

 

An ordinance authorizing the execution of a Funding Agreement between San Antonio Independent School District and the City of San Antonio in the amount of $16,698.00 for the acceptance of these funds from San Antonio Independent School District for their share of construction related expenses for the purchase and installation of advance warning flashing beacons near Carvajal Elementary School located in Council District 5.

 

 

BACKGROUND INFORMATION:

 

Since October 2008, the City of San Antonio has offered the School Flashing Beacon Cost Share Program funded through the City’s School Pedestrian Safety Improvement Program. Schools interested in installing advance warning flashing beacons or upgrading existing roadside mounted flashing beacons to an overhead mast arm flashing beacon can participate in this cost share program. Program participants have included Incarnate Word High School in March 2010, School of Science & Technology in April 2011, IDEA Public School South Flores in October 2016 and most recently Islamic Academy of San Antonio in February 2019.

 

San Antonio Independent School District (SAISD) submitted a written request to participate in the School Flashing Beacon Cost Share Program for Carvajal Elementary School located at 225 Arizona Avenue between Barclay Street and S.W. 21st Street in Council District 5. Carvajal Elementary School is a STEAM (Science, Technology, Engineering, Arts, and Math) Dual Language Elementary School Campus and has transitioned from a Head Start Center.

 

The traffic engineering study and evaluation, completed by Transportation & Capital Improvements in response to the submitted written request for the School Flashing Beacon Cost Share Program, supports the installation of advanced warning flashing beacons near Carvajal Elementary School.

 

 

ISSUE:

 

This ordinance authorizes the execution of a Funding Agreement between San Antonio Independent School District and the City of San Antonio in the amount of $16,698.00 for the acceptance of these funds from San Antonio Independent School District for their share of construction related expenses for the purchase and installation of advance warning flashing beacons near Carvajal Elementary School located in Council District 5.

 

The advance warning flashing beacons purchase and installation will include four roadside mounted, solar powered flashing beacons assemblies: two along Barclay Street and two along S.W. 21st Street. The installation of these advance warning flashing beacons will help to heighten motorist attention to the existing school zone warning traffic signs.

 

The estimated total cost for the purchase and installation of the advance warning flashing beacons is $33,396.00. SAISD will fund $16,698.00 of estimated total cost. The remaining estimated cost up to $16,698.00 will be provided by the City. Should the total project cost exceed the City’s Estimate, SAISD will contribute 50% of the funds required for completion of the project with the City providing the remaining 50% of the actual cost.

 

 

ALTERNATIVES:

 

City Council could choose not to authorize the execution of the Funding Agreement with SAISD. However, the City would lose a financial partner in providing school zone safety improvements and any future installations would be 100% funded by the City.

 

 

FISCAL IMPACT:

 

This ordinance authorizes acceptance of funds in the amount of $16,698.00 from SAISD for their share of construction related expenses for the purchase and installation of advance warning flashing beacons near Carvajal Elementary School.  The total estimated cost of the purchase and installation of advance warning flashing beacons is $33,396.00. The remaining estimated cost up to $16,698.00 will be funded from the FY 2020 School Pedestrian Safety Program and is included in the FY 2020 - 2025 Capital Improvement Program Budget. 

 

 

RECOMMENDATION:

 

Staff recommends approval the execution of a Funding Agreement between San Antonio Independent School District and the City of San Antonio in the amount of $16,698.00 for the acceptance of these funds from San Antonio Independent School District for their share of construction related expenses for the purchase and installation of advance warning flashing beacons near Carvajal Elementary School.
