SUBJECT:

 

A resolution authorizing the submission of a grant application and authorizing the acceptance of funds, if awarded, from the Office of the Governor for the Safe Neighborhoods Program, CFDA No. 16.609, in an amount not to exceed $131,878.74 for 12 months beginning October 1, 2020.

 

 

SUMMARY:

 

This resolution authorizes the submission of a grant application by the San Antonio Metropolitan Health District (Metro Health) and authorizes the acceptance of funds, if awarded, from the Office of the Governor, in an amount not to exceed $131,878.74 for 12 months beginning October 1, 2020 to increase the capacity of the Stand Up SA program to establish meaningful, collaborative, and sustainable partnerships within targeted neighborhoods and educate the public regarding methodologies to reduce gun violence and recidivism.

 

The funds will be used to continue intensive case management services, including screening, assessments, and referrals to families with the highest needs such as those related to children and families experiencing trauma, exposure to violence and other at-risk factors impacting the well-being of children and families that were started in 2019 through the Safe Neighborhoods grant program award.

 

The above referenced request for funding will include a project narrative, problem statement, budget and budget narrative due February 27, 2020.

Furthermore, this resolution authorizes the Director of Metro Health to initiate, negotiate, and execute any and all necessary documents and a grant contract to effectuate the acceptance of the referenced grant, and to execute contract amendments pertaining to this contract, to include a) carry-over funds, when ascertained and approved by the funding agency through a revised notice of award; b) line item budget revisions authorized by the funding agency;  c) modifications to the performance measures authorized by the funding agency and listed in the contract so long as the terms of the amendment stay within the general parameters of the intent of the grant; d) no cost extensions; e) amendments which will provide supplemental grant funds to the grant by the funding agency in an amount up to 20% of the total amount awarded to the grant; f) reimbursement increases of administrative funds for each participant served; g) amendments funding one time equipment purchases or defined program services; and h) changes in regulations mandated by the funding agency.

 

 

BACKGROUND INFORMATION:

 

To mitigate increasing violence, Metro Health adopted an evidence-based model in 2015 based on Dr. Gary Slutkin’s theory of treating violence as a disease. This philosophy is locally implemented by Metro Health’s Stand Up SA program. In 2018, Stand Up SA modified the use of Dr. Slutkin’s model to specifically address the violence problem unique to San Antonio. While the prevention of violence remains the top priority, Stand Up SA is also focused on identifying individuals who are at an elevated risk of recidivism and attempting to ‘break the cycle’ of returning to incarceration.

 

The goals of Metro Health’s Stand Up SA program include establishing meaningful, collaborative, and sustainable partnerships within targeted neighborhoods and educating the public regarding methodologies to reduce gun violence. With funding from the Governor’s Office, Metro Health will continue funding two (2) temporary Management Analysts to perform intensive case management services, including screening, assessments, and referrals, to families with the highest needs, such as those related to children and families experiencing trauma, exposure to violence and other at-risk factors impacting the well-being of children and families.

 

 

ISSUE:

 

Metro Health requests City Council authorize the submission of an application to and acceptance of funds, if awarded, from the Office of the Governor for the Safe Neighborhoods Program.  Metro Health’s Stand Up SA program works to establish meaningful, collaborative, and sustainable partnerships within targeted neighborhoods and to educate the public regarding ways to reduce gun violence and recidivism.  Metro Health proposes to use these funds to perform intensive case management services, including screening, assessments, and referrals, to families with the highest needs, such as those related to children and families experiencing trauma, exposure to violence and other at-risk factors impacting the well-being of children and families.

 

 

 

ALTERNATIVES:

 

Should City Council not authorize Metro Health’s application to participate in the Safe Neighborhoods Program, the department would forego the opportunity to oversee the development and implementation of proactive analysis utilizing recently implemented software systems and other analytical tools to develop actionable strategic information.

 

 

FISCAL IMPACT:

 

This resolution authorizes the submission of a grant application to and authorizes the acceptance of funds upon award from the Office of the Governor for the Safe Neighborhoods program in an amount not to exceed $131,878.74 beginning October 1, 2020 through September 30, 2021 for Metro Health’s Stand Up SA Program.  There will be no fiscal impact to Metro Health’s FY 2020 Adopted Budget in the form of a cash match.

 

 

RECOMMENDATION:

 

Staff recommends City Council authorize the submission of an application to and acceptance of funds, upon award, from the Office of the Governor for the Safe Neighborhoods Program.
