SUBJECT:

Extension of Parking Agreement with University of Texas at San Antonio


SUMMARY:

This ordinance authorizes a one year extension of a parking agreement with the University of Texas at San Antonio to allow the Institute of Texan Cultures' ("ITC") staff and visitors to use 50 parking spaces on City property for the total cost of $7,997.28. Revenues generated by this agreement will be deposited in the Parking Operating & Maintenance Fund.


BACKGROUND INFORMATION:

On June 6, 2013, City Council approved Ordinance 2013-06-06-0389 with the University of Texas at San Antonio, designating 50 parking spaces on City property for use by the Institute of Texan Cultures' staff and visitors seven days a week from 7 a.m. until 7 p.m. The parking spaces are located near the ITC in Hemisfair. On January 29, 2015, City Council approved Ordinance 2015-01-29-0059 to designate 20 of the 50 spaces to be available 24/7, and increased the payment to the City from $5,000.00 to $7,997.28 annually. City Council has approved four additional one year extensions to the agreement with these same terms.

The agreement expired January 28, 2020; however, the ITC has requested the agreement be extended for one year. The Hemisfair Park Area Redevelopment Corporation supports the one year extension.


ISSUE:

ITC is seeking to continue use of 50, City-owned parking spaces for 12 months through January 28, 2021.


ALTERNATIVES:

The City may elect not to extend its parking agreement with the University of Texas' Institute of Texan Cultures or may propose an extension greater or less than 12 months.


FISCAL IMPACT:

If this ordinance is approved, the ITC will pay $7,997.28 for use of the 50 parking spaces during the 12 month extension. Revenues generated by this agreement will be deposited in the Parking Operating & Maintenance Fund.
