SUBJECT:

 

An update on implementation of the SA2020 Commission on Education, the San Antonio Youth Commission, and the Higher Education Student Advisory Board priority policy recommendations.

 

 

 

SUMMARY:

 

This item provides an update from the Department of Human Services regarding the implementation of policy recommendations proposed by the SA2020 Commission on Education (CoE), the San Antonio Youth Commission (SAYC), and the Higher Education Student Advisory Board (HEAB).

 

 

BACKGROUND INFORMATION:

 

The Department of Human Services provides support and oversees the following education commissions:

 

§                     SA2020 Commission on Education: The CoE was created in 2013 and includes eleven members appointed by the Mayor and each City Council district. The CoE serves in an advisory capacity to the Mayor and City Council on matters affecting the education of San Antonio residents.

§                     San Antonio Youth Commission: The SAYC was created in 1991 and is comprised of twenty-two members appointed by the Mayor and each City Council District. The SAYC serves in an advisory capacity to the Mayor and City Council on matters affecting the youth of San Antonio residents.

§                     Higher Education Advisory Board: The HEAB was created in the spring of 2018 and is made of 11 members who are first nominated by a higher education institution and then appointed by the mayor and council members. 

 

In August 2019, the SA2020 Commission on Education, San Antonio Youth Commission, and the Higher Education Advisory Board provided a briefing and policy recommendations to the Community Health and Equity Committee. The SA2020 Commission on Education developed policy recommendations on how the City of San Antonio could improve equity, access and coordination in the four major internship programs it funded. The San Antonio Youth Commission developed policy recommendations in the areas of voter registration, teen mental health, and incorporating the “youth voice” into education, violence, and transportation policy. The Higher Education Advisory Board outlined challenges they had experienced with the Board appointment process and limited number of seats filled. The Higher Education Advisory Board also relayed the benefits and concerns of potentially consolidating the Commissions. 

 

The Community Health and Equity Committee requested City staff develop an implementation plan for the recommendations and provide an update.

 

 

 

ISSUE:

 

DHS will provide an update on implementation of the education commissions’ priority policy recommendations as requested by the Community Health and Equity Committee.
