SUBJECT:                     Post-Solicitation Briefing for the Procurement Process for Medical Supplies

DATE:                     February 18, 2020

The Finance Department will present a post-solicitation briefing on the procurement process for the purchase of Medical Supplies & Equipment and Pharmaceuticals for the Fire Department’s Emergency Medical Services Division and a Catalog Contract for the purchase of general use medical supplies for City departments. Although these solicitations would not traditionally be defined as a High Profile contract, experience with past procurements for medical equipment and supplies have generated a heightened level of community and small business interest.

The Fire Department, in conjunction with the Finance Department, has worked to unbundle the current medical supplies contract and included a subcontracting requirement to increase participation of local, small, minority and woman-owned businesses in the procurement process.

The proposed contract term are three years with two, one-year renewal options.  The estimated total cost of the contracts combined is $13.6 million over the base and renewal terms.  The total value broken-down by solicitation is as follows:

1.                     EMS Medical Supplies & Equipment:  Estimated Value $7,500,000 (estimated $1,500,000 annually)

2.                     EMS Pharmaceuticals:  Estimated Value $4,600,000 (estimated $920,000 annually)

3.                     Citywide Medical Supplies:  Estimated Value $1,500,000 (estimated $300,000 annually)
