SUBJECT:                     Pre-Solicitation Briefing for Airfield Improvements, Package 7

The Aviation Department will present a pre-solicitation briefing for Airfield Improvements, Package 7 (Package 7). This briefing will allow an opportunity for input and direction from the Audit and Accountability Committee members. The pre-solicitation briefing will cover estimated contract value, projected timeline, high-profile designation, scope of the project, contract term, proposed scoring criteria, evaluation committee members, project considerations, and the Disadvantaged Business Enterprise (DBE) program. As a Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grant funded project, the FAA will contribute up to 75% of eligible project costs. The remaining funds will come from Airport Interim Financing.

 

Since 2013, the Aviation Department and FAA have developed a multi-year, multi-phased program to rehabilitate Runway 13R, reconstruct Taxiway E and improve Terminal Area Taxiways. The Terminal Area Taxiways Project is complete. City Council authorized the construction contract for Airfield Improvements, Package 6 in January 2020 which will complete the work for Taxiway E. Package 7 is the last project of this program and will complete the work associated with Runway 13R. For this project, the City is seeking an experienced contractor for:

                     the removal of an in-ground taxiway bridge connecting to Runway 13L/31R;

                     the removal of underlying municipal solid waste and construction debris waste;

                     and, reconstruct Taxiway R at-grade.

 

This project will also perform an asphalt mill and overlay to Runway 13L/31R during the runway closure required to perform the taxiway work.

 

The project delivery method is Request For Competitive Sealed Proposals. Estimated project duration is 850 days with an estimated contract value of $21 million.
