Contract Award: Goliad Road (Fair Avenue to East Southcross Boulevard) (2017 Bond Project)
SUMMARY:
An ordinance accepting the lowest responsive bid and awarding a construction contract to Austin Bridge & Road, L.P. in the amount of $8,576,211.70 of which $1,326,081.87 will be reimbursed by San Antonio Water System (SAWS) and $753,493.33 will be reimbursed by CPS Energy for the Goliad Road (Fair Avenue to East Southcross Boulevard) Project, a 2017 Bond funded project, located in Council District 3.
BACKGROUND INFORMATION:
Project Background
On May 6, 2017, voters approved the 2017 Bond Program which authorized $12,937,000.00 for the Goliad Road (Fair Avenue to East Southcross Boulevard) Project located in Council District 3. This Project is a continuation of the Goliad Road Drainage (SE Military Drive to Loop 410) project funded from the 2012-2017 Bond Program.
Work for this Project will include utility improvements, street reconstruction from Fair Avenue to East Southcross Boulevard including curbs, sidewalks and driveway approaches as needed and pavement work on McDougal Avenue from Goliad Road to South Gevers Street. Project construction is anticipated to begin in April 2020 and estimated to be completed by April 2021.
Procurement of Services
This project was advertised on September 23, 2019 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through the electronic bidding site CivCast and through the TCI small Business Office. Bids were opened on October 22, 2019 and three (3) bids were received. Of these, Austin Bridge & Road, L.P. submitted the lowest responsive bid. A matrix of the bid outcome is included herein.
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 28% Minority/Women Business Enterprise (M/WBE) and a 4% African-American Owned Business Enterprise (AABE) subcontracting goal. Austin Bridge & Road, L.P. has agreed to meet the subcontracting participation goals.
This construction contract was developed utilizing the low bid process. Therefore, a Contracts Disclosure Form is not required.
ISSUE:

ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount of $8,576,211.70 payable to Austin Bridge & Road, L.P. in the amount of $8,576,211.70 of which $1,326,081.87 will be reimbursed by San Antonio Water System (SAWS) and $753,493.33 will be reimbursed by CPS Energy. Funds are available from the 2017 General Obligation Bond Program and are included in the FY 2020 - 2025 Capital Improvement Program Budget.
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to Austin Bridge & Road, L.P. in the amount of $8,576,211.70 of which $1,326,081.87 will be reimbursed by San Antonio Water System (SAWS) and $753,493.33 will be reimbursed by CPS Energy for the Goliad Road (Fair Avenue to East Southcross Boulevard) Project.
