SUBJECT:

 

Interlocal Agreement (Task Order):  LBJ Park Stream Restoration Preliminary Engineering Report (PER)

 

 

SUMMARY:

 

An ordinance authorizing the execution of a task order to the existing Interlocal Agreement (ILA) between the City of San Antonio (City) and the San Antonio River Authority (SARA) in the amount not to exceed $350,000.00 reimbursable to SARA for development of a preliminary engineering report for stream restoration of Tributaries E & F to Salado Creek within Lady Bird Johnson Park located in Council District 10; and, approving the acceptance of in-kind services provided by SARA in amount not to exceed $86,000.00 for the  procurement, contract administration and project management related to the LBJ Park Stream Restoration PER.

 

 

BACKGROUND INFORMATION:

 

This project will study and identify sustainable natural channel design solutions to address the severe erosion and degradation of the existing natural channel in LBJ Park. The impacts of the erosion evidenced within the channel include broken concreted channel sections, undermining of the channel, bank failures, channel widening within the earthen channel sections and development of streamlets in the park. Additional deficiencies noted in the channel are exposed utility encasements and associated broken concrete with utility conduits clearly exposed.  As well as ponding issues as a result of debris accumulation due to the existing elevation of a pedestrian bridge.  The Preliminary Engineering Report (PER) will help identify ecologically sensitive recommendations providing a sustainable natural channel design which will stabilize the channel banks, improve the quality of the storm water within the LBJ Park channel and minimize any downstream impacts. 

 

Previous Council Action

An ILA between the City and SARA was approved by City Council on March 12, 2015, through Ordinance 2015-03-12-0202 to establish and promote cooperative and collaborative development, management and operation of storm water related programs to improve the management of public funding sources, and to ensure coordination of governmental resources and functions. This agreement also described roles and responsibilities between the City and SARA and established procedures to allocate specific funding to support programs, projects, and activities. To date, twelve (12) task orders have been authorized in accordance with this ILA.

 

 

ISSUE:

 

This ordinance authorizes the execution of a task order to the existing Interlocal Agreement (ILA) between the City of San Antonio (City) and the San Antonio River Authority (SARA) in the amount not to exceed $350,000.00 reimbursable to SARA for development of a preliminary engineering report for stream restoration of Tributaries E & F to Salado Creek within Lady Bird Johnson Park located in Council District 10; and, approves acceptance of in-kind services provided by SARA valued in the total amount not to exceed $86,000.00 for the procurement, contract administration and project management related to the LBJ Park Stream Restoration PER.

 

This project will study the existing natural channel and make recommendations to mitigate channel erosion utilizing environmentally sensitive sustainable natural channel design solutions.  Tributaries E & F to Salado Creek within Lady Bird Johnson Park are unimproved natural creekways and are subject to local, state and federal regulations. These regulations may require discharge, floodplain and environmental habitat permits in order to finalize design.

 

The completion of a Preliminary Engineering Report is anticipated to take approximately 12 months.

 

 

ALTERNATIVES:

 

City Council could choose not to approve the task order. However, the City would lose the partnership opportunity with SARA who has the knowledge and experience to manage creek restoration associated with this project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $350,000.00.  Funds are available from the Storm Water Regional Facilities Fund and are included in the FY 2020 - 2025 Capital Improvement Program Budget. This ordinance also accepts in-kind services provided by SARA valued in the total amount not to exceed $86,000.00 for the procurement, contract administration and project management related to the LBJ Park Stream Restoration PER.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing the execution of a task order to the existing ILA between City and SARA for a total amount not to exceed $350,000.00 for the procurement, contract administration and project management related to the LBJ Park Stream Restoration PER.
