Contract Award:  Southside Lions Park (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract to CGC General Contractors, Inc. in the amount of $589,000.00 for the Southside Lions Park project, a 2017 Bond and Tax Notes funded project, located in Council District 3.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $600,000.00 for Southside Lions Park improvements.  This project will provide for a shade canopy with associated lighting over an existing basketball court, solar lights along the existing trail linking the community center to the lake and a new walking trail with rest areas allowing a much needed pedestrian link from the existing trail system between the Southside Lions Senior Center and dog park.  This project will also provide for new park tables, benches, wayfinding signage throughout the trail system and park signage at the dog park.  Project construction is anticipated to begin in March 2020 and estimated to be completed by August 2020.

 

Procurement of Services

This project was advertised on October 30, 2019 for construction bids in the San Antonio Hart Beat, on the City’s website, on TVSA, on the Texas Electronic State Business Daily, on the electronic bidding CivCast and through the TCI Small Business Office.  Plans also were available to potential bidders at the office of RVK Architects, located at 745 E. Mulberry Ave., Suite 601, San Antonio, Texas 78212 and were sent to local plan rooms.  Bids were opened on November 26, 2019 and seven (7) bids were received. Of these, CGC General Contractors, Inc. submitted the lowest responsive bid. A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 22% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African-American Business Enterprise (AABE) subcontracting goal. CGC General Contractors, Inc. has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract to CGC General Contractors, Inc., in the amount of $589,000.00 for the Southside Lions Park project, a 2017 Bond and Tax Notes funded project, located in Council District 3.

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $589,000.00 authorized payable to CGC General Contractors, Inc.  Funds are available from the 2017 General Obligation Bond Program and Tax Notes included in the FY 2020 - 2025 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $589,000.00 to CGC General Contractors, Inc. for the Southside Lions Park project.
