Contract Award:  Cuellar Park (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract including two additive alternates in the amount of $200,266.00 to Jerdon Enterprise, LP for the Cuellar Park project, a 2017 Bond funded project, located in Council District 6.

 

 

BACKGROUND INFORMATION:

 

Project Background

The approved 2017 Bond Program included $368,000.00 for Cuellar Park.  Improvements to the park will include a large, lighted pavilion with picnic tables and trash receptacles near the northern playground with sidewalk, as well as lighting upgrades to the existing light poles in the area of the playground for safety after hours.  The two additive alternates identified as part of this project will include four pedestrian trail lights and field lighting for one of the existing little league fields.  Construction is anticipated to begin in April 2020 and estimated to be completed by September 2020.

 

Procurement of Services

This project was advertised on November 18, 2019 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through the electronic bidding site CivCast and through the TCI Small Business Office.  Bids were opened on January 7, 2020 and eight (8) bids were received. Of these, Jerdon Enterprise, LP submitted the lowest responsive bid. A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 19% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African-American Business Enterprise (AABE) subcontracting goal. Jerdon Enterprise, LP has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract including two additive alternates in the amount of $200,266.00 to Jerdon Enterprise, LP for the Cuellar Park project, a 2017Bond funded project, located in Council District 6.

 

The project will provide for improvements to Cuellar Park including a large, lighted pavilion with picnic tables and trash receptacles near the northern playground with sidewalk, as well as lighting upgrades to the existing light poles in the area of the playground for safety after hours.  The two additive alternates identified as part of this project will provide for four pedestrian trail lights allowing better visibility to a portion of the existing walking trail and playground area and field lighting for one of the existing little league fields. 

 

Project construction is anticipated to begin April 2020 and estimated to be completed by September 2020. 

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $200,266.00 payable to Jerdon Enterprise, LP.  Funds are available from the 2017 General Obligation Bond Program and are included in the FY 2020 - 2025 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract including two additive alternates in the amount of $200,266.00 to Jerdon Enterprise, LP for the Cuellar Park project.
