Aircraft Rescue and Fire Fighting Vehicle

 

 

SUMMARY:

 

This ordinance authorizes acceptance of a contract with Siddons-Martin Emergency Group to provide one replacement Aircraft Rescue and Fire Fighting Vehicle for the Aviation Department for a total cost of $894,516.00.  Funding is available from the Airport Capital Improvement Fund.  This action will appropriate and amend the FY 2020 - FY 2025 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the offer submitted by Siddons-Martin Emergency Group to provide the Aviation Department with one 2020 Oshkosh Striker Aircraft Rescue and Fire Fighting (ARFF) Vehicle for a total cost of $894,516.00.

 

This unit will be used to combat aircraft fire, rescue services and will provide the ability for Aviation Department, Fire Division to maintain readiness for emergencies.  ARFF vehicles are a special category of firefighting trucks that are used to mitigate hazards while facilitating the evacuation and rescue of aircraft passengers and crew during airport ground emergencies.  The vehicle is equipped to seat up to three occupants. This vehicle will be used by the Aviation ARFF Division.

 

 

ISSUE:

 

This contract will provide the Aviation Department, Fire Division with one 2020 Oshkosh Striker ARFF Vehicle to support aircraft firefighting and rescue activities.  The replacement vehicle will be housed at Fire Station #23 which primarily services the San Antonio International Airport.

 

This unit will be purchased from Siddons-Martin Emergency Group using the Houston-Galveston Area Council of Governments (HGAC) cooperative purchasing Contract #FS12-19 passed on Resolution # 96-41-48 dated October 10, 1996. 

 

The life expectancy of the new vehicle is 120 months.  This vehicle will have the following warranties: one year on material, workmanship, and vehicle suspension system, five years on the engine, transmission, transmission cooler and water pump and lifetime warranty on the water/foam tanks.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Aviation Department Fire Division’s ability to provide essential aircraft firefighting and rescue services to the San Antonio International Airport in a critical emergency situation could be affected.  The new vehicle will replace a unit that has met or will meet its age or mileage requirement cycles before replacement.  The replacement date is considered the optimum time for replacement as delaying the acquisition could make the vehicles no longer economically feasible to repair and could lead to the Department’s inability to provide essential services and to meet the requirements of the FAA’s Part 139 inspection for airport operations.

 

 

FISCAL IMPACT:

 

This ordinance authorizes acceptance of a contract with Siddons Martin Emergency Group to provide the Aviation Department, Fire Division, with one 2020 Oshkosh Striker Aircraft Rescue and Fire Fighting Vehicle for a total cost of $894,516.00, of which $815,320 in included in the FY 2020 - FY 2025 Capital Improvement Program and funding in the $79,196 is appropriated from the Airport Capital Improvement Fund to the ARFF Vehicle Project, and subsequently will amend the FY 2020 - FY 205 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of a contract with Siddons-Martin Emergency Group to provide the Aviation Department, Fire Division, with one replacement ARFF Vehicle for a total cost of $894,516.00.

 

This contract is procured by means of cooperative purchasing and a Contracts Disclosure Form is not required.
