SUBJECT:
Task Order with Con-Cor Inc. for the Installation of a temperature control HVAC System in an Electrical Room housing airfield runway lighting control equipment at the San Antonio International Airport
SUMMARY:
This ordinance accepts a task order with Con-Cor Inc. (Con-Cor) for the installation of a HVAC system in an electrical room housing airfield runway lighting control equipment in order to provide temperature control and to minimize dust and humidity exposure to the equipment at the San Antonio International Airport campus in an amount not to exceed $150,854.57. Funding is available from the FY 2020 Airport Operating and Maintenance Fund Budget.
BACKGROUND INFORMATION:
The electrical room is located at 10251 Wetmore Road on airport property and houses airfield runway lighting control equipment. The room is not air conditioned or insulated from dust and heat. Aviation Department staff recommends installation of an air conditioning system to maintain the temperature and humidity levels within the room to protect the equipment from the effects of heat. The work includes the purchase and installation of duct work, an air conditioning pad and associated electrical infrastructure.
The San Antonio Airport System is utilizing Con-Cor, a job order contractor, for this work. Con-Cor is one of the approved JOC contractors through Ordinance 2018-10-11-0809 that provide the alternative project delivery method for construction, renovation, rehabilitation and maintenance projects for the San Antonio Airport System.
ISSUE:
This ordinance will authorize a proposal by Con-Cor for the following scope of work:
• Purchase and installation of 4 self-contained single package air conditioning units
• Purchase and installation of metal ductwork
• Purchase and installation of new electrical to units
• Weatherproofing of all duct penetrations
• Purchase and installation of new enclosed circuit breaker for generator
• Purchase and installation of two new smoke detectors
• Other work as needed
ALTERNATIVES:
As an alternative, City Council could choose not to approve this ordinance. However, this project is typical for an alternative project delivery method such as job order contracting and allows the work to be performed by a contractor who is already badged and familiar with the project and facility. Developing a low-bid solicitation and awarding a contract for this work would delay the project.
FISCAL IMPACT:
This ordinance accepts a task order with Con-Cor for the installation of a HVAC system in an electrical room housing airfield runway lighting control equipment in order to minimize dust and humidity exposure to the equipment at the San Antonio International Airport campus in an amount not to exceed $150,854.57. RECOMMENDATION:
Staff recommends the approval of the task order with Con-Cor for this work at the San Antonio International Airport.
