SUBJECT:
City of San Antonio-Joint Base San Antonio Intergovernmental Support Agreements (IGSA) Update

SUMMARY:
This update will inform the Intergovernmental Relations (IGR) Committee regarding the status of two IGSAs between the City of San Antonio (CoSA) and Joint Base San Antonio (JBSA).

BACKGROUND:
In 2013, the Department of Defense received new authority to partner with state and local government entities to seek efficiencies and cost savings in the provision/acquisition of common services. The United States Air Force took the lead in exercising this new authority fostering extensive discussions between installations and their host communities. The Air Force has been successful partnering with local governments throughout the country resulting in several million dollars of savings to the Air Force and generating new revenue for local governments. Locally, JBSA and the Office of Military and Veteran Affairs (OMVA) have taken advantage of this new authority by entering into two IGSAs, one for street paving and the other for the purchase of bulk items.

In September 2018, the City's Transportation and Capital Improvements (TCI) Department entered into an agreement with JBSA to rehabilitate roadways on military installations utilizing City contractors. A pilot project for the Pavements IGSA was completed on Ft. Sam Houston in the summer of 2019. JBSA reported that this partnership with CoSA saved them approximately $52,000. As a direct result of the shared success of the paving pilot project, JBSA requested that CoSA amend the 2018 Pavements IGSA from $1M to $3M to support a wider range of projects. JBSA's request to amend the IGSA is supported by TCI leadership. Both parties are finalizing the amendment's language.
