FY 2020 - 2021 Task Order Contracts for Flatwork Repair (Packages 1 & 2)

 

 

SUMMARY:

 

Consideration of the following two construction contracts totaling $581,594.00 to complete sidewalk repairs associated with the Neighborhood Access and Mobility Program and Infrastructure Management Program:

 

A.  An ordinance accepting the lowest responsive bid and awarding the FY 2020 - 2021 Task Order Contract for Flatwork Repair Package 1 to NBM Development, Inc. in an amount not to exceed $290,797.00.

 

B.  An ordinance accepting the lowest responsive bid and awarding the FY 2020 - 2021 Task Order Contract for Flatwork Repair Package 2 to NBM Development, Inc. in an amount not to exceed $290,797.00.

 

BACKGROUND INFORMATION:

 

Project Background

During the FY 2020 Budget process, City Council approved $2.2 million for the Neighborhood Access and Mobility Program (NAMP) and $5 million for the Sidewalk Maintenance Program, a component of the Infrastructure Management Program (IMP) to complete sidewalk and pedestrian-related projects.  Transportation & Capital Improvements Department (TCI) regularly solicits Task Order Contracts for construction services and utilizes various contractors to complete the construction of street and sidewalk-related projects.

 

This proposed ordinance authorizes the execution of two Task Order Contracts for a contract capacity in the total amount of $581,594.00 for the construction of the FY 2020 - 2021 Neighborhood Access and Mobility Program and the FY 2020 - 2021 Infrastructure Management Program projects located City wide.

 

These two contracts will provide construction services for flatwork which includes, but is not limited to, the construction of sidewalks, sidewalk repairs, curbs, wheelchair ramps and any other work  required  for  the  completion of  the  assigned  projects  located  throughout  the  City. 

 

Procurement of Services

 

A. The FY 2020 - 2021 Task Order Contract for Flatwork Repair Package 1 was advertised for construction bids on November 8, 2019 in the San Antonio Hart Beat, the City’s website, the Texas Comptroller of Public Accounts, the electronic bidding site CIVCAST and on TVSA.  Bids for Package 1 were due on December 3, 2019 with five (5) bids received.  NBM Development, Inc. was the lowest responsive bidder.

 

B. The FY 2020 - 2021 Task Order Contract for Flatwork Repair Package 2 was advertised for construction bids on November 8, 2019 in the San Antonio Hart Beat, the City’s website, the Texas Comptroller of Public Accounts, the electronic bidding site CIVCAST and on TVSA.  Bids for Package 2 were due on December 10, 2019 with five (5) bids received.  NBM Development, Inc. was the lowest responsive bidder.

 

These contracts will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  NBM Development, Inc. has agreed to a 20% Minority/Women Business Enterprise (M/WBE) subcontracting goal for both the FY 2020 -2 021 Task Order Contract for Flatwork Repair Packages 1 and 2. These construction contracts were developed utilizing the low bid process; therefore, Discretionary Contract Disclosure Forms are not required.

 

 

ISSUE:

 

Consideration of the following two contracts totaling $581,594.00 to complete sidewalk repairs associated with the Neighborhood Access and Mobility Program and Infrastructure Management Program:

 

A.                     This ordinance accepts the lowest responsive bid and awards the FY 2020 - 2021 Task Order Contract for Flatwork Repair Package 1 to NBM Development, Inc. in an amount not to exceed $290,797.00.

 

B.                     This ordinance accepts the lowest responsive bid and awards the FY 2020 - 2021 Task Order Contract for Flatwork Repair Package 2 to NBM Development, Inc. in an amount not to exceed $290,797.00.

 

As part of the Department’s continuing efforts to expedite project delivery and complete infrastructure projects, the task order contracts will allow TCI to handle multiple projects to be delivered through the Neighborhood Access and Mobility Program and the Infrastructure Management Program.  

 

The sidewalk repair contracts will provide construction services for flatwork which includes, but is not limited to, the construction of sidewalks, sidewalk repairs, curbs, wheelchair ramps and any other work  required  for  the  completion of  the  assigned  projects  located  throughout  the  City. 

 

 

ALTERNATIVES:

 

As an alternative, City Council could require the projects to be to individually bid out for construction.  However, construction bid prices potentially could be higher than  those  estimated  with  the  Task  Order  Contracts  and  bidding the Projects individually would prolong the delivery of these projects.

 

 

FISCAL IMPACT:

 

A. This ordinance accepts the lowest responsive bid and awards the FY 2020 - 2021 Task Order Contract for Flatwork Repair Package 1 to NBM Development, Inc. in an amount not to exceed $290,797.00.  Funds are available and included in the FY 2020 - 2025 Capital Improvement Program Budget and may be funded from various funding sources to include, but not limited to, the General Fund, the Advanced Transportation District Fund, debt proceeds or other funding sources.

 

B. This ordinance accepts the lowest responsive bid and awards the FY 2020 - 2021 Task Order Contract for Flatwork Repair Package 2 to NBM Development, Inc. in an amount not to exceed $290,797.00.  Funds are available and included in the FY 2020 - 2025 Capital Improvement Program Budget and may be funded from various funding sources to include, but not limited to, the General Fund, the Advanced Transportation District Fund, debt proceeds, or other funding sources.

 

Requirements for each task shall be detailed in the individual task orders assigned.  The City makes no minimum guarantee pertaining to the volume of work.  If funding for any work activities is not previously appropriated, funding will be identified and appropriated through subsequent City Council action.

 

 

RECOMMENDATION:

 

Staff recommends approval of these two construction contracts to NBM Development, Inc. in the total amount of $581,594.00 to complete flatwork repairs located City wide.
