Ratification for Purchase of Respirators for SAFD

 

 

SUMMARY:

 

This ordinance authorizes ratification of a contract with WW Grainger, Inc. in the total amount of $124,016.73 for reusable respirator masks and respirator filters for the San Antonio Fire Department.  This personal protective equipment was acquired as part of the City’s preparedness efforts related to COVID-19 and is funded by the Fire Department’s FY 2020 Operating Budget. The City intends to seek reimbursement from the Federal Government for this expense.

 

 

BACKGROUND INFORMATION:

 

Submitted for Council action is the ratification of a contract with WW Grainger, Inc. for the purchase of 492 reusable respirator masks and 225 mask filters in the total amount of $124,016.73. This personal protective equipment was acquired as part of the City’s preparedness efforts related to COVID-19. There are currently no community cases of COVID-19 in Bexar County of the City of San Antonio, so the risk of infection remains low. 

 

A purchase order was issued on March 5, 2020 for reusable respirators masks and filters. A partial shipment was received the week of March 9th and the remaining balance will be delivered the week of March 16th.  The respiratory equipment was procured on the basis of a Certificate of Exemption from competitive bidding as the immediate procurement was necessary due to Public Health or Safety concerns.

 

The purchase of the respirator masks and filters, personal protection equipment, is required to support the Fire Department fire fighters and Emergency Medical Services (EMS) personnel while providing medical services to the residents of the City of San Antonio.  The Fire Department has disposable respirator masks on order with national vendors, however due to the COVID-19 concerns the items are on backorder. This purchase of the re-usable respirator masks and filters will provide the fire fighters and EMS personal protection equipment while performing services for the residents of San Antonio. 

 

 

ISSUE:

 

This ordinance will ratify a contract for the purchase of 492 reusable respirator masks and 225 mask filters for the San Antonio Fire Department.  This purchase of the re-usable respirator masks and filters will provide the fire fighters and EMS personal protection equipment while performing services for the residents of San Antonio. 

 

This contract is exempt from the Small Business Economic Development Advocacy Program.

 

This contract is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business (VOSB) Preference Program does not apply to non-professional service contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

An emergency procurement utilizing a Certificate of Exemption due to Public Health or Safety concerns was used in order to provide reusable respirator masks and mask filters for the San Antonio Fire Department and was required in order to not impact the department’s ability to properly address the medical needs of the public.

 

 

FISCAL IMPACT:

 

This ordinance authorizes the ratification of a contract with WW Grainger for the purchase of 492 respirator masks and 225 mask filters for a one-time cost of $124,016.73.  This purchased was funded by the Fire Department’s FY 2020 General Fund Budget. The City intends to seek reimbursement from the Federal Government for this expense.

 

 

RECOMMENDATION:

 

Staff recommends the ratification of the contract with Grainger in the amount of $124,016.73 for the purchase of reusable respirators and filters for the San Antonio Fire Department.  This contract was procured on the basis of a Public Health or Safety exemption from competitive bidding and a Contracts Disclosure Form is not required.
