SUBJECT: Consideration of Completed High Profile Solicitation

The following high-profile solicitation has completed the solicitation process. This item is presented to the Audit and Accountability Committee for review prior to full City Council consideration.
Public Safety Notification System (SAPD) - The San Antonio Police Department solicited proposals for the procurement and implementation of a public safety notification system. This contract will allow for the purchase and implementation of a configurable automated system that will allow residents to opt into an email and text notification program with SAPD. This automated system will provide residents with an opportunity to be notified of a change in case status from SAPD. This project poses to increase post-incident engagement with residents whom SAPD interacts with during calls for service. It is anticipated that SAPD will see a reduction in call volume for call takers related to residents’ inquiring about updates to their cases. In addition, this program will improve the SAPD’s quality and efficiency of communication with the City’s residents.

Due diligence conducted for the respondent to the above solicitation included a search of federal and state debarment lists, prohibited political contributions, conflicts of interest, delinquent City/County taxes, outstanding payments to the City, payment of state franchise fees as well as a search of the internet for pertinent business information. No findings were noted that would prevent the City from awarding to the selected vendor.
The evaluation committee met on November 22, 2019, and by consensus, recommends awarding contract to the sole responsive bidder.
Staff recommends committee approval to proceed with scheduling this item for full City Council consideration.
