Contract Award:  North San Antonio Hills Park (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract including one additive alternate to ASD Consultants, Inc. in the amount of $304,212.00 for the North San Antonio Hills Park project, a 2017 Bond funded project, located in Council District 6. Funding is available from the 2017 General Obligation Bond Program and is included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program, which authorized $532,000.00 for North San Antonio Hills Park development.  This project will provide for a prefabricated metal canopy for picnics, demolition of a driveway, site grading, site furnishings, concrete paving, a drinking fountain with plumbing and lighting.  The additive alternate accepted as part of this contract includes the installation of a concrete loop trail with connections to sidewalks. Construction is anticipated to begin in May 2020 and estimated to be completed by September 2020.

 

Procurement of Services

This project was advertised for construction bids on December 9, 2019 in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on the TCI Small Business Office, on CIVCAST electronic bidding site and on TVSA. Bids were opened on January 28, 2020 and seven bids were received. Of these, ASD Consultants, Inc. submitted the lowest responsive bid. A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 13% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African-American Business Enterprise (AABE) subcontracting goal. ASD Consultants, Inc. has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This ordinance authorizes a one-time capital improvement expenditure in the amount of $304,212.00 payable to ASD Consultants, Inc.  Funding is available from the 2017 General Obligation Bond Program and is included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract including one additive alternate to ASD Consultants, Inc. in the amount of $304,212.00 for construction of the North San Antonio Hills Park project.
