SUBJECT:

 

Police Services agreement between Centro San Antonio and the City of San Antonio.

 

SUMMARY:

 

This ordinance authorizes the ratification of an agreement between the City of San Antonio (CITY) and Centro San Antonio (Centro) to provide certain police services within the Downtown Public Improvement District (PID) for a one-year term beginning December 1st, 2019 with two one-year renewals for a total contract amount of $229,500.

                     

 

BACKGROUND INFORMATION:

 

The City contracted with the Centro Public Improvement District (Centro PID), a non-profit corporation, to manage supplemental core services for the downtown experience within the PID, including public safety and security.  The initial Agreement between the City and Centro for the extended police services commenced on December 1, 2016 for a term of one year, with two one-year extensions, at the discretion of Centro. The last extension terminated November 30, 2019.  

 

Centro PID, at its discretion, agreed to continue to contract with the City for additional police services within the Downtown area. In doing so, Centro PID will continue to fund overtime pay for two San Antonio Police Department (SAPD) Bike Patrol officers working two hours each morning, seven days a week in the PID. As agreed, SAPD will continue to consult with the Centro PID in determining where these officers will be assigned during a shift; however, the decision regarding assignment location within the PID will ultimately rest solely with SAPD.

 

ISSUE:

 

The Centro PID wishes to maintain the existing Bike Patrol schedule by continuing to fund two hours of patrol time each morning within the PID where there is a perceived lack of sufficient security. This agreement with the City will fund the cost of overtime pay for two San Antonio Police Bike Patrol Officers. 

 

ALTERNATIVES:

 

Denial of the ordinance could result in the City having to fund the enhanced services provided during the past three months.

 

 

FISCAL IMPACT:

 

This ordinance authorizes an agreement between the San Antonio Police Department and Centro San Antonio whereby Centro will reimburse the City up to $76,500 a year for overtime incurred by the San Antonio Police Department. The agreement may be extended for as many as two one-year terms for a total amount of $229,500.

 

 

RECOMMENDATION:

 

Staff recommends approval of the agreement between the City and Centro to fund overtime for the San Antonio Police Department’s increased patrol in the Downtown Public Improvement District.
