Interlocal Agreement Amendment: Spanish Governor’s Palace Wall

 

 

SUMMARY:

 

An ordinance approving the execution of an amendment to an Interlocal Agreement between the City of San Antonio and the San Antonio River Authority (SARA) in the increased amount not to exceed $250,000.00 for the demolition and reconstruction of the Spanish Governor’s Palace Wall in relation to the San Pedro Creek Improvements Project, a 2017 Bond funded project, located in Council District 1. Funds are available from FY 2020 Tax Notes and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Under the Council approved FY 2020 Budget, $405,000.00 was allocated for the west courtyard wall of the Spanish Governor’s Palace.  The existing courtyard wall built in 1930 is deteriorating and has exceeded its life expectancy.  The project will provide for the replacement of the wall, gate and structural foundation.  Coordination with the World Heritage Office has taken place to ensure accommodations are made to keep the remainder of the Spanish Governor’s Palace Courtyard is accessible to patrons and residents during construction. 

 

The amendment to the Interlocal Agreement between the City and SARA will allow for the demolition and reconstruction of the Spanish Governor’s Palace Wall.  The project work will be managed by SARA and executed as part of the 2017 Bond San Pedro Creek Improvements Project. 

 

Previous Council Action

On May 6, 2017, San Antonio voters approved the City of San Antonio's 2017-2022 Bond Program, of which $14,600,000 was approved under Proposition 2 - Drainage & Flood Control Improvements and $4,900,000 was approved under Proposition 3 - Parks, Recreation & Open Space Improvements for a total of $19,500,000 for the San Pedro Creek Improvements Project.

 

Bexar County and the San Antonio River Authority (SARA) have an agreement to complete the design and construction of the San Pedro Creek Improvements Project.  Bexar County is the primary funder and SARA is the project manager.  There are a total of four phases planned in the overall Project intended to revitalize a two (2) mile segment of the creek through downtown San Antonio beginning at the IH-35 flood tunnel inlet near the Centers for Applied Science and Technology (CAST) campus and ending at the confluence with Alazan and Apache Creeks at IH-35 near the stockyards.

 

In August 2016, SARA entered into a contract with Sundt Davila Joint Venture for the construction of Phases 1 and 2. On December 14, 2017, City Council through Ordinance 2017-12-14-0995 approved an Interlocal Agreement between the City of San Antonio and SARA in the amount of $19,500,000.00 for the construction of Phases 1 and 2 of the San Pedro Creek Improvements Project.  This will be the first amendment for this Interlocal Agreement.

ISSUE:

 

An ordinance approving the execution of an amendment to an Interlocal Agreement between the City of San Antonio and the San Antonio River Authority (SARA) in the increased amount not to exceed $250,000.00 for the demolition and reconstruction of the Spanish Governor’s Palace Wall in relation to the San Pedro Creek Improvements Project, a 2017 Bond funded project, located in Council District 1.

 

The demolition and reconstruction of the Spanish Governor’s Palace Wall will be managed by SARA in an effort to prevent damage to existing San Pedro Creek improvements currently being constructed.  The project will provide for the demolition of the existing wall, design and construction of the replacement foundation and construction of the new masonry wall.  The existing wall, foundation and gate will need to removed followed by the installation of a new foundation prior to the completion of the San Pedro Creek project, which is located adjacent to the wall in Calder Alley.

 

The new wall and gate is currently under design.  Construction of the new wall and gate will not occur until approval is received from the Texas Historical Commission and the Office of Historic Preservation. The Office of Historic Preservation has requested materials be salvaged from the existing 1930’s wall to be included in the construction of the new wall.  The project would meet all regulatory requirements.

 

Construction of a new wall including the removal is anticipated to begin July 2020 and is estimated to be completed March 2021.  

 

 

ALTERNATIVES:

 

City Council could choose not to approve this item.  Not approving this item will result in staff’s inability to complete the project’s design, a reduced project scope and adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the increase amount of $250,000.00 authorized payable to the San Antonio River Authority (SARA) for the demolition and reconstruction of the Spanish Governor’s Palace Wall in relation to the San Pedro Creek Improvements Project.  Funds are available from FY 2020 Tax Notes and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing the execution of an amendment to an Interlocal Agreement between the City of San Antonio and the San Antonio River Authority (SARA) in the increased amount not to exceed $250,000.00 for the demolition and reconstruction of the Spanish Governor’s Palace Wall in relation to the San Pedro Creek Improvements Project.
