National Crime Statistics Exchange Implementation Assistance Program Grant Application

SUMMARY:

This ordinance authorizes the submission of a grant application, and acceptance of funds upon award, not to exceed $11,800.00, from the Office of the Governor (OOG), Criminal justice Division (CJD), for the FY2020 Texas Conversion to the National Incident-Based Reporting System (NIBRS) Program, to transition to the Federal Bureau of Investigation's (FBI) NIBRS as the standard reporting method of the Uniform Crime Reporting Program for the grant period October 1, 2020 to September 30, 2021.

BACKGROUND INFORMATION:

The San Antonio Police Department (SAPD) is currently upgrading its record management system and mobile field reporting software to comply with converting from the Uniform Crime Reporting (UCR) system to the mandated National Incident-Based Reporting System (NIBRS). The Department needs to upgrade the evidence management system to the latest version to ensure data entry compliance with NIBRS. As part of the strategy, and in order to make data entry efficient, the Department will utilize its evidence management system as the primary input to report/track property taken into custody. The upgraded system will have a data interface with the record management system to import data into the appropriate fields for NIBRS submission.

If awarded this grant will help through funding of the appropriate software needed for the required updates.

The OOG/CJD requires that an ordinance/resolution be included in the application package for the FY2020 Texas Conversion to the NIBRS grant. Additionally, the OOG/CJD requires that specific language be included in the ordinance that:

* Designates the Chief of Police of the SAPD as the grantee's authorized official and that the authorized official is given the power to apply for, accept, reject, alter...
