Contract Award: 2019-2020 Task Order Contract for Storm Water Projects (Package B)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and approving a 2019-2020 Task Order Contract for Storm Water Projects (Package B) with Pronto Sandblasting & Coating & Oilfield Services Co., Inc., in an amount not to exceed $4,260,840.00 of which $194,500.00 will be reimbursed by San Antonio Water System (SAWS) for necessary adjustments related to the construction, repair and maintenance of storm water related projects located citywide.

 

 

BACKGROUND INFORMATION:

 

Task Order Contracts are utilized when multiple projects are to be delivered through various programs and funding sources within a limited timeline and specific projects (scope and limits) are not initially known.  These contracts are advertised with an estimated quantity of work and the unit prices are established by the bidding contractor for the duration of the contract.

 

The 2019-2020 Task Order Contract for Storm Water Projects (Package B) was solicited to provide unit pricing for the construction, repair and maintenance of storm water projects located throughout the City.

 

Procurement of Services

This contract was advertised for construction bids on February 7, 2020 in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA, through the electronic bidding site CIVCAST and through the TCI Small Business Economic Development Advocacy (SBEDA) Office.  Bids for this project were opened on March 3, 2020 and two bidders responded. Of these, Pronto Sandblasting & Coating, & Oilfield Services Co., Inc. submitted the lowest responsive bid.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 21% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise (AABE) Subcontracting Goal. Pronto Sandblasting & Coating, & Oilfield Services Co., Inc. has committed to these goals set by the Small Business Economic Development Advocacy (SBEDA) Program.

 

This task order construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and approves a 2019-2020 Task Order Contract for Storm Water Projects (Package B) with Pronto Sandblasting & Coating & Oilfield Services Co., Inc., in an amount not to exceed $4,260,840.00 of which $194,500.00 will be reimbursed by San Antonio Water System (SAWS) for necessary adjustments related to the construction, repair and maintenance of storm water related projects located citywide.

 

This Task Order contract will be utilized on an as-needed basis to expedite the construction, repair and maintenance of storm water related projects located throughout the City.  Work may include channelization, the reconstruction of streets, storm drains, culverts, inlets, detention ponds and outfall structures. SAWS participation in this package is necessary to enable them to complete adjustments to their existing infrastructure while a City project is under construction.  SAWS will reimburse costs to the City of San Antonio based on the bid unit prices received as part this construction contract.

 

 

ALTERNATIVES:

 

As an alternative, staff can be directed to individually bid out each project for construction.  However, the construction bid prices may be greater than those estimated with the Task Order Contract and bidding projects individually could prolong the delivery of these projects.

 

 

FISCAL IMPACT:

 

This ordinance approves a task order contract with Pronto Sandblasting & Coating & Oilfield Services Co., Inc. in an amount not to exceed $4,260,840.00, of which $194,500.00 will be reimbursed by San Antonio Water System (SAWS) for necessary adjustments to their existing infrastructure.  Funds are available and included in the FY 2020 Adopted Operating and Capital Budget and may be funded from various funding sources to include, but not limited to, Storm Water Revenue Bonds, Storm Water Operating Funds and Storm Water Regional Facilities Funds.

 

Requirements for each task shall be detailed in the individual task orders assigned. The City makes no minimum guarantee pertaining to the volume of work. All expenditures will be in accordance with the FY 2020 Adopted Operating and Capital Budget approved by City Council. Future fiscal year expenditures are contingent upon Council’s approval of the annual budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of a 2019-2020 Task Order Contract for Storm Water Projects (Package B) with Pronto Sandblasting & Coating & Oilfield Services Co., Inc., in an amount not to exceed $4,260,840.00 for the construction, repair and maintenance of storm water related projects located citywide.
