Monterrey Park - Shade Structures

 

 

SUMMARY:

 

This ordinance authorizes a contract with Shade Structures, Inc. dba USA Shade for the purchase and installation of six shade structures at facilities located at Monterrey Park in the amount of $208,915.76.  Funding is available from the 2017 General Obligation Bond Program and is included in the FY 2020 - FY 2025 Capital Improvements Program.

 

 

BACKGROUND INFORMATION:

 

Submitted for Council consideration and action is the offer submitted by Shade Structures, Inc. dba USA Shade utilizing the Texas BuyBoard Cooperative 592-19 to provide delivery and installation of six shade structures at Monterrey Park located in Council District 5 for a total cost of $208,915.76.

 

On May 06, 2017, San Antonio voters approved the 2017 - 2022 Bond Program, consisting of six propositions totaling $850 million. Two separate public input meetings occurred in May of 2018 and January of 2019 to gather feedback from the public which included increased shade in the park. Shade canopies will provide protection from elements at the playground, pool deck, basketball court, and bleachers located at the soccer field. Monterrey Park Improvements will utilize General Park Improvements consisting of 2017 Proposition 3 bond funds in the amount of $475,000.

 

The Bond Program funds will be used on various capital improvements projects to address community infrastructure needs and improve the overall quality of life in San Antonio. As part of the program, included Park, Recreation & Open Space Improvements that would in order acquire, construct, equip and renovate various parks, recreational and open spaces throughout the City.

 

The initial term of the agreement shall begin upon approval of the contract by City Council and terminate upon completion of work.

 

ISSUE:

 

This action will approve a contract with Shade Structures, Inc. dba USA Shade to provide six shade structures for a total cost of $208,915.76 utilizing Texas Buyboard cooperative contract 592-19. These shade structures were previously bid out by the Public Works Department.  Based upon responsive bids received in December 2019, utilizing the Buyboard cooperative contract will result in a substantial cost savings to the City.

 

This contract will provide shade canopies at the playground, west side of the pool deck, the basketball court and three bleachers at the soccer field at Monterrey Park. The requested improvements will allow extended play in the park.

 

This purchase is made utilizing the Texas BuyBoard Contract Cooperative 592-19 and will be made in accordance with the Texas Local Government Purchasing Cooperative passed on Ordinance No. 97097 dated January 30, 2003. 

 

This contract is within the scope of the SBEDA Program. However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract.

 

This recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program (VOSBPP) does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the department would be required to re-solicit the project and would adversely affect the timely completion of the project and meeting the needs of the citizens for Monterrey Park.

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $208,915.76. Funding is available from the 2017 General Obligation Bond Program and is included in the FY 2020 - FY 2025 Capital Improvements Program.

 

RECOMMENDATION:

 

Staff recommends approval of a contract with Shade Structures, Inc. dba USA Shade in the total amount of $208,915.76, to provide six shade structures at Monterrey Park to ensure shade coverage and ultraviolet protection for patrons of this facility.

 

This contract is procured by means of cooperative purchasing and a Contracts Disclosure Form is not required.
