Design-Build Contract Amendment: Zoo Parking Garage (2017 Bond)

 

 

SUMMARY:

 

An ordinance approving the execution of an amendment in the increased amount not to exceed $800,000.00 to the $10,800,000.00 Design-Build Contract between the City of San Antonio and Guido Construction Company Inc. for the design, fabrication and installation of exterior signage for the Zoo Parking Garage, a 2017 Bond and FY 2020 Parking Operating and Maintenance funded project, located in Council District 1. Funds are available from 2017 General Obligation Bond and FY 2020 Parking Operating and Maintenance funds and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, the voters approved the 2017 Bond Program, which authorized $11,750,000.00 for the design and construction of the Zoo Parking Garage to service Brackenridge Park and San Antonio Zoo patrons.  An additional $600,000.00 was allocated to this project as part of the approved FY 2020 Budget.  The additional funds allowed for the extension of the sidewalk from the parking garage to the Zoo, additional electric vehicle parking spaces including associated charging station infrastructure and garage signage.   

 

The Zoo Parking Garage was completed and made available for public use in October 2019.  The proposed amendment will provide for the design, fabrication and installation of large-scale exterior signage for the newly constructed Zoo Parking Garage.  The design, fabrication and installation of the exterior signage is anticipated to begin in the Spring 2020 and is estimated to be completed in Winter 2021. 

 

Previous Council Action

On June 21, 2018, the execution of a Design-Build Contract with Guido Construction Inc. in the amount not to exceed $10,800,000.00 for the design and construction of the Zoo Parking Garage was approved by City Council through Ordinance 2018-06-21-0471.  This amendment will increase the Guaranteed Maximum Price (GMP) of the City’s existing Design-Build Contract with Guido Construction Inc. by an amount not to exceed $800,000.00 to a GMP amount of $11,600,000.00.

 

This amendment will maintain Small Business Economic Development Advocacy (SBEDA) goals currently effective in the previously authorized Design-Build Contract for the Zoo Parking Garage project.  The Goal Setting Committee set a 19% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise subcontracting goal. Guido Construction Inc. has committed to meeting these goals.

 

 

ISSUE:

 

This ordinance approves the execution of an amendment in the increased amount not to exceed $800,000.00 to the $10,800,000.00 Design-Build Contract between the City of San Antonio and Guido Construction Company Inc. for the design, fabrication and installation of exterior signage for the Zoo Parking Garage, a 2017 Bond and FY 2020 Parking Operating and Maintenance funded project, located in Council District 1.

 

The proposed amendment will provide for the design, fabrication and installation of large-scale exterior signage at the Zoo Parking Garage.  The exterior signage will include San Antonio Zoo and Brackenridge Park lettering and graphic elements depicting giraffes, a tiger and butterflies representing their migration from South Texas through San Antonio. 

 

On October 3, 2018, the original conceptual garage design was presented to the Historic Design and Review Commission (HDRC) and HDRC provided conditional approval of signage and associated public art pending final design.  The final design will be presented to HDRC on May 20, 2020 prior to the fabrication and installation of proposed signage and associated design elements.  The proposed Council action amends the design-build contract to finalize design and once approved facilitate the fabrication and installation of exterior signage.

 

The design, fabrication and installation of the exterior signage is anticipated to begin in the Spring 2020 and is estimated to be completed in Winter 2021.  The facility will remain open to the public and operational during construction.

 

 

ALTERNATIVES:

 

City Council could choose not to approve this agreement; however, doing so would reduce the enhancement of the garage.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount not to exceed $800,000.00 authorized payable to Guido Construction Inc.  Funds are available from 2017 General Obligation Bond and FY 2020 Parking Operating and Maintenance funds and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance to authorize an amendment to the Design-Build Contract with Guido Construction Inc. in an amount not to exceed $800,000.00 for the design, fabrication and installation of exterior signage for the Zoo Parking Garage.
