Off Road Equipment

 

SUMMARY:

 

This ordinance authorizes acceptance of contracts with Equipment Depot and HoltCat to provide the Public Works Department with two pieces of off-road equipment for a total cost of $247,471.00.  Funding for this purchase is available from the FY 2020 Equipment Renewal and Replacement Fund (ERRF) Budget. 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached tabulation of thirteen bids to provide one wheeled asphalt paver for street paving projects and one articulated wheeled loader to remove drainage channel debris.  This off-road equipment will be utilized by the Public Works Department. The total cost of the two replacement units is $247,471.00.

 

The Invitation for Bid (IFB) was evaluated based on the published bid specifications.

 

ISSUE:

 

These contracts will provide replacement off-road equipment for the Public Works Department.  The replacement of these units is consistent with the City’s Equipment Renewal and Replacement Fund (ERRF) program.

 

All equipment purchased will be covered by a minimum 12 months warranty starting on the day each unit is placed in service.  The life expectancy for this equipment is 120 months. 

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended awards are to the lowest responsive bidders, who are also local businesses.  Therefore application of the Local Preference Program was not required.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

ALTERNATIVES:

 

The current off-road equipment scheduled for replacement have met their age and/or engine hour requirement and are no longer economically feasible to repair. Should the replacement equipment not be purchased, the alternative is to continue to use the existing equipment but incur increased maintenance costs and potential delays in the delivery of essential channel debris cleaning, street repair, and landscaping services for the City of San Antonio.

 

 

FISCAL IMPACT:

 

This ordinance authorizes acceptance of contracts with Equipment Depot and HoltCat to provide the Public Works Department with two pieces of off-road equipment for a total cost of $247,471.00.  Funding for this purchase is available from the FY 2020 Equipment Renewal and Replacement Fund (ERRF) Budget. 

 

 

RECOMMENDATION:

 

Staff recommends approval of contracts with Equipment Depot for the purchase of one replacement articulated wheel loader in the amount of $75,926.00 and HoltCat for the purchase of one replacement wheeled asphalt paver in the amount of $171,545.00; for a total cost of $247,471.00.

 

These contracts were procured on the basis of low bid and a Contracts Disclosure Form is not required.
