Change Order to Construction Contract with SpawGlass Civil Construction, Inc. for Airfield Improvements Package 6 at the San Antonio International Airport

 

 

SUMMARY:

 

This ordinance approves a deductive change order to the construction contract with SpawGlass Civil Construction, Inc. (SpawGlass) in the amount of $137,676.99 for the Airfield Improvements Package 6 Project at the San Antonio International Airport. The contractor requested a substitute pavement base course to streamline construction for both Taxiway E and Taxiway RC that both the City and Federal Aviation Administration found acceptable. The change order will reduce the contract value to $7,553,985.97.

 

 

BACKGROUND INFORMATION:

 

Since 2013, the City and FAA have coordinated on three airfield improvements projects - the Terminal Area Taxiways, Taxiway E Reconstruction and Runway 13R Rehabilitation. The work was packaged each year in order to maximize grant funding from the FAA and minimize impact to aircraft operations. The completed packages include:

All five previous packages have completed construction:

                     Package 1 reconstructed two separate sections of concrete runway pavement of Runway 13R and Taxiway G from Runway 4/22 to Taxiway A. It also constructed new parallel taxiways to both Taxiways G and N.

                     Package 2 repaired the existing intersection pavements at Taxiways G and L and Taxiways G and N as well as the center section panels of Taxiway G between Taxiways K and Y. The project also widened the entire inner Taxilane East of Terminal A.

                     Package 3 reconstructed Taxiway N from Taxiway G to Runway 4/22 and reconstructed and constructed new connector taxiways to Runway 4/22 as well as construction connector taxiways to the Terminal A apron to improve aircraft operations around the terminal area.

                     Package 4 rehabilitated the primary Runway 13R/30L’s electrical systems, reconstructed Taxiway J between Taxiway G and Runway 13R/31L, and the reconstructed failing pavements at the intersections of Taxiways A and G as well as Taxiways D and G.

                     Package 5 removed a taxiway bridge and buried municipal solid waste and replaced with on-grade taxiway. This project is in the project close-out phase.

 

On January 30, 2020, City Council authorized a construction contract to SpawGlass for the Airfield Improvements Package 6 project, which includes phases of Taxiway E Reconstruction and Runway 13R Rehabilitation projects, in the amount of $7,691,662.96.

 

The Airfield Improvements Package 6 will reconstruct and relocate Taxiway E to improve the taxiway pavement condition and enhance airfield safety by moving it away from a high-intensity area; construct a temporary Bypass Taxiway RC in order to maintain airfield access to the runways for three corporate tenants during next year’s construction package, Airfield Improvements Package 7; and, relocate and improve the FAA’s underground communication loop system that is impacted by both projects. Construction began on March 16, 2020.

 

 

ISSUE:

 

In March 2020, SpawGlass proposed changes that address the pavement structure of both Runway RC and Taxiway E. The design plans called for lime-treated subgrade with crushed aggregate base course, which SpawGlass proposes replacing with a thicker layer of cement-treated base course. The project’s engineer, Kimley-Horn and Associates, reviewed the proposal and found the structural values of the proposed pavement exceeded the current design and therefore recommended accepting the change. This change will reduce the construction contract in an amount that exceeds $100,000.00 and requires approval by City Council.

 

 

ALTERNATIVES:

 

This change order will provide a savings to the Airfield Improvements Package 6 project and accepts a proposed substitution of the base course. 

 

 

FISCAL IMPACT:

 

This action will accept a deductive change order in the amount of $137,676.99 to the Airfield Improvements Package 6 project at the San Antonio International Airport. The approval of this change order will reduce the construction contract value with SpawGlass from $7,691,662.96 to $7,553,985.97.

 

 

RECOMMENDATION:

 

Staff recommends approval of a deductive change order to the construction contract with SpawGlass for the Airfield Improvements Package 6.
