Animal Transport Vans

 

SUMMARY:

 

This ordinance authorizes a contract with Grande Truck Center to provide the Animal Care Services Department with two replacement animal transport vans for a total cost of $133,416.00.  Funding for this purchase is available from the FY 2020 Equipment Renewal and Replacement Fund.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached bid tabulation from Grande Truck Center to provide two animal transport vans for a total cost of $133,416.00. One van will primarily transport animals between the main Animal Care Services campus and after-hours animal hospitals, while the other van will be used primarily to transport animals to partner facilities for adoption. A secondary use for both vans is to retrieve animals when called upon to provide disaster response relief to other partnering facilities.

 

 

ISSUE:

 

This contract will provide two specialty vans that will meet the needs of Animal Care Services Department when transporting rescued animals. Both vans have air-conditioned cargo areas and are easy to sanitize. The first van is equipped with a cargo area that by design secures kennels of varying sizes in place during transit. The second van is equipped with six large kennel compartments that can be partitioned into a total of twelve smaller kennel compartments.

 

The life expectancy of these vans is 120 months. These vans come with a 36,000-mile or 36-month warranty.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is to Grande Truck Center, who is also a local business.  Therefore, application of the Local Preference Program was not required.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference is applicable to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the alternative is to continue to use the existing trucks to transports animals. Animal transport to and from after-hours animal hospitals and other partnering facilities will occur when existing Animal Care Services trucks are available. It is preferred to have dedicated vehicles for this purpose, so as not to affect daily animal control services throughout the City and to improve animal comfort during transport. These two vans will improve the efficiency and effectiveness of animal transport to and from other animal rescue facilities.

 

 

FISCAL IMPACT:

 

This ordinance authorizes a contract with Grande Truck Center to provide the Animal Care Services Department with two replacement animal transport vans for a total cost of $133,416.00.  Funding for this purchase is available from the FY 2020 Equipment Renewal and Replacement Fund.

 

RECOMMENDATION:

 

Staff recommends approval of a contract with Grande Truck Center for the purchase of two replacement animal transport vans for a total cost of $133,416.00 for the Animal Care Services Department.

 

This contract was procured on the basis of low bid and a Contracts Disclosure Form is not required.
