Contract Award: (Professional Services) Broadway Street Corridor - Upper Segment (IH-35 to E. Mulberry Avenue) (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance approving the execution of a professional services contract in an amount not to exceed $4,029,086.85 payable to Pape-Dawson Engineers, Inc. to provide for engineering design services for the Broadway Street Corridor - Upper Segment (IH-35 to E. Mulberry Avenue) project, a 2017 Bond funded project, located in Council District 1.  Funding is available from the 2017 General Obligation Bond Program and is included in the FY 2020 - FY 2025 Capital Improvements Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, San Antonio voters approved the 2017-2022 Bond Program. As part of Proposition 1, Streets, Bridges & Sidewalk Improvements, funds in the amount of $42,000,000 were approved for improvements associated with the Broadway Corridor from Houston Street to Hildebrand Avenue.  Due to extensive project limits and scope, the project is being constructed in three segment phases:

 

§                     Lower Segment: Houston Street to IH-35

§                     Upper Segment Phase 1: IH-35 to Mulberry Avenue

§                     Upper Segment Phase 2: Mulberry Ave to Burr Road

 

The lower segment is located from East Houston Street to IH-35, is city-owned right-of-way, and is currently being delivered through a separate design-build contract with Sundt Construction, Inc.  The project scope for the lower segment includes roadway reconstruction, sidewalks and pedestrian amenities, adjacent buffered bicycle lanes (N. Alamo & Avenue B), traffic signal and lighting improvements, underground drainage, and associated work.  The upper segment (current design contract) from IH-35 to Mulberry is TxDOT owned.  The project scope for the upper segment includes roadway reconstruction, sidewalks and pedestrian amenities, bike lanes along Broadway and adjacent bike lanes along Avenue B, traffic signal and lighting improvements, underground drainage, and low impact development (LID) features. TxDOT and the Federal Highway Administration (FHWA) will contribute additional funds towards the construction of the upper segment once design is complete.  The environmental clearances and schematic design are currently underway. 

 

Procurement of Services

Civil Engineering design services for the upper segment were solicited twice.  The first solicitation was advertised on November 28, 2018 with responses due January 11, 2019.  Due to a high number of respondents disqualified for contributing to city election campaigns, the project was re-advertised.  The second solicitation was issued June 28, 2019.   Responses were due July 31, 2019 and a total of four firms responded.  An evaluation committee consisting of staff from the City Manager’s Office, the Public Works Department (PWD) and City Public Service (CPS) evaluated and scored the submittals.   Based on the evaluations and rankings made in the selection process, staff recommended Pape-Dawson Engineers, Inc.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 21% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise (AABE) subcontracting goal. Pape-Dawson Engineers, Inc. has committed to 21% M/WBE and 1% AABE subcontractor participation.

 

This contract was developed utilizing a formal request for qualifications and proposal process; therefore, as required by the Ethics Ordinance, a Discretionary Contracts Disclosure Form has been included herein as an attachment.

 

 

ISSUE:

 

This ordinance approves the execution of a professional services contract in an amount not to exceed $4,029,086.85 payable to Pape-Dawson Engineers, Inc. to provide for engineering design services for the Broadway Street Corridor - Upper Segment (IH-35 to E. Mulberry Avenue) project, a 2017 Bond funded project, located in Council District 1. 

 

This professional services contract will provide for the design of the Upper Segment of Broadway to include roadway reconstruction, sidewalks and pedestrian amenities, bike lanes along Broadway and adjacent lanes along Avenue B, traffic signal and lighting improvements, underground drainage and low impact development (LID) features.  Project design is anticipated to start in June 2020 and be completed in April 2021.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project and funding. 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount not to exceed $4,029,086.85, authorized payable to Pape-Dawson Engineers, Inc.  Funding is available from the 2017 General Obligation Bond Program and is included in the FY 2020 - FY 2025 Capital Improvements Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance approving the execution of a professional design services contract in an amount not to exceed $4,029,086.85 payable to Pape-Dawson Engineers, Inc. for the Broadway Street Corridor - Upper Segment (IH-35 to E. Mulberry Avenue) project.
