Contract Award: Task Order Contract for Pedestrian Mobility & Streets (Package 7) (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a task order contract to FD Concrete, LLC for the 2017 Bond Program Pedestrian Mobility & Streets Projects (Package 7) in the amount not to exceed $3,948,777.00, of which $248,867.00 will be reimbursed by San Antonio Water System (SAWS) for necessary adjustments to its existing infrastructure related to the construction of pedestrian mobility and street improvements projects located citywide Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program. 

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program, which authorized $48 million for Pedestrian Mobility & Street improvement projects in Districts 1, 2, 3, 4, 5, 6, 7 and 9. These contracts will be utilized to complete pedestrian mobility and street improvements projects. Projects are being identified and selected through coordination with Public Works staff and respective Council District offices.

Procurement of Services

This contract was advertised for construction bids on February 7, 2020 in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on CIVCAST electronic bidding site and on TVSA.  Bids were due on March 10, 2020.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women owned business participation on the contract. The Goal Setting Committee set a Minority/Women Business Enterprise (M/WBE) subcontracting goal of 16% and an African-American Business Enterprise (AABE) subcontracting goal of 2% for the contract.  FD Concrete, LLC has committed to these goals set by the Small Business Economic Development Advocacy (SBEDA) Program.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a task order contract to FD Concrete, LLC for the 2017 Bond Program Pedestrian Mobility & Streets Projects (Package 7) in the amount not to exceed $3,948,777.00, of which $248,867.00 will be reimbursed by San Antonio Water System (SAWS) for necessary adjustments to its existing infrastructure related to the construction of pedestrian mobility and street improvements projects located citywide.

 

As part of the department’s continuing efforts to expedite project delivery and completion of 2017 Bond Pedestrian Mobility & Streets Projects, this task order contract will allow Public Works to handle multiple pedestrian mobility projects to be delivered through the 2017 Bond Program.  This Task Order Contract is for the construction of sidewalks and other required work for the completion of pedestrian mobility and street projects located in Districts 1, 2, 3, 4, 5, 6, 7 and 9. These contracts will be utilized for projects identified and selected through coordination with Public Works staff and respective Council District office.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose to not award this contract and request staff to individually bid out each project for construction.  However, the construction bid prices may be greater than those estimated in the proposed Task Order Contract and bidding projects individually could adversely affect the timely completion of the 2017 Bond Pedestrian Mobility & Streets projects located citywide.

 

 

FISCAL IMPACT:

 

This ordinance authorizes an amount not to exceed $3,948,777.00 payable to FD Concrete, LLC of which $248,867.00 will be reimbursed by San Antonio Water System (SAWS) for necessary adjustments to its existing infrastructure.  Funding is available from the 2017 - 2022 General Obligation Bond Program and included in the FY 2020 - FY 2025 Capital Improvement Program. 

 

Requirements for each task shall be detailed in the individual task orders assigned. The City makes no minimum guarantee pertaining to the volume of work. All expenditures will be in accordance with the FY 2020 Adopted Operating and Capital Budget approved by City Council. Future fiscal year expenditures are contingent upon Council’s approval of the annual budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of a task order contract to FD Concrete, LLC for the 2017 Bond Program Pedestrian Mobility & Streets Projects (Package 7) in the amount not to exceed $3,948,777.00, of which $248,867.00 will be reimbursed by San Antonio Water System (SAWS) for necessary adjustments to its existing infrastructure related to the construction of pedestrian mobility and street improvements projects located citywide.
