Contract Award:  Kingsborough Park and Spicewood Park (2017 Bond Projects)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract including two additive alternates to Jerdon Enterprises, LP in the amount of $430,480.95 for improvements to Kingsborough Park and Spicewood Park, 2017 Bond funded projects, located in Council Districts 3 and 4.  Funds are available from the 2017 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $400,000.00 for improvements to Kingsborough Park and $300,000.00 for Spicewood Park.  Public meetings were held in October 2018 and March 2019 with the surrounding community to gather feedback on proposed improvements for Kingsborough Park.  Similarly, public meetings were held in June 2018 and March 2019 to gather community input on proposed improvements for Spicewood Park. 

 

The Kingsborough Park project will provide for the expansion of the park’s parking lot and the installation of a canopy over part of the existing outdoor pool deck.  The two additive alternates accepted as part of this contract for Kingsborough Park will provide for the construction of a new concrete walkway and additional lighting.  The Spicewood Park project will provide for the installation of a new children’s challenge course and the addition of an accessible arch swing. Construction for these projects is anticipated to begin in June 2020 and estimated to be completed by November 2020.

 

Procurement of Services

The projects were bid as one and was advertised for construction bids on December 23, 2020 in the San Antonio Heart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through the electronic bidding site CivCast and through the PWD Small Business Office.  Bids were opened on January 21, 2020 and two responsive bids were received. Of these, Jerdon Enterprises, LP submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 15% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African-American Business Enterprise (AABE) subcontracting goal. Jerdon Enterprises, LP has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is one-time capital improvement expenditure in the amount of $430,480.95 to Jerdon Enterprises, LP of which funds in the amount of $245,480.95 are for Kingsborough Park improvements and funds in the amount of $185,000.00 are for Spicewood Park improvements.  Funds are available from the 2017 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract including two additive alternates in the amount of $430,480.95 to Jerdon Enterprises, LP for the Kingsborough Park and Spicewood Park projects.
