Contract Award: Caracol Creek Park (2017 Bond Project)
SUMMARY:
An ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $171,001.00 to Maverick Turnkey Construction Group, LLC for improvements to Caracol Creek Park, a 2017 Bond funded project, located in Council District 4. Funds are available from the 2017 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.
BACKGROUND INFORMATION:
Project Background
On May 6, 2017, voters approved 2017 Bond Program which authorized $400,000.00 for improvements to Caracol Creek Park. Public input meetings were held in June 2018 and November 2018 with the surrounding community to gather feedback on proposed improvements for Caracol Creek Park. The project will provide for a concrete walking trail, park signage and site work which will include clearing, excavation, grading and landscaping. Construction is anticipated to begin June 2020 and estimated to be completed by November 2020.
Procurement of Services
This project was advertised on January 17, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through electronic bidding site CivCast and through the PWD Small Business Office. Bids were opened on February 18, 2020 and nine responsive bids were received. Of these, Maverick Turnkey Construction Group, LLC submitted the lowest responsive bid. A matrix of the bid outcome is included herein.
This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 25% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African-American Business Enterprise (AABE) subcontracting goal. Maverick Turnkey Construction Group, LLC has committed to meeting the subcontractor participation goal.
This construction contract was developed utilizing the low bid process. Therefore, a Contracts Disclosure Form is not required.
ISSUE:
This ordinance accepts the lowest responsive bid and awards a construction contract to Maverick Turnkey Construction Group, LLC in the amount of $171,001.00 for improvements to Caracol Creek Park, a 2017 Bond funded project, located in Council District 4.
The project will provide for a concrete walking trail, park signage and site work which will include clearing, excavation, grading and landscaping. Construction is anticipated to begin June 2020 and estimated to be completed by November 2020.
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount of $171,001.00 payable to Maverick Turnkey Construction Group, LLC for improvements to Caracol Creek Park, a 2017 Bond funded project, located in Council District 4. Funds are available from the 2017 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $171,001.00 to Maverick Turnkey Construction Group, LLC for the Caracol Creek Park project.
