Construction Contract for the Salado Trailhead at E. Commerce Project

 

 

SUMMARY:

 

This ordinance accepts the lowest qualified bid and awards a construction contract to Crownhill Builders, Inc. in an amount not to exceed $698,159.00 from voter approved Sales Tax Venue Funds to construct the Salado Trailhead at E. Commerce project located in Council District 2, included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

This ordinance approves a construction contract with Crownhill Builders, Inc. for the Salado Trailhead at E. Commerce.  Design work was performed by Terra Design Group.  The trailhead consists of twenty-nine parking stalls at a new trailhead with a 10’ wide concrete trail connection to South Salado Creek Greenway Trail.  The parking stalls will be low impact development strategy of gravel with permeable pavers and concrete driveway. The trailhead includes amenities such as a drinking fountain, signage and minor landscaping.

 

The proposed project is part of a growing network of interconnected hike and bike trails known as the Howard W. Peak Greenway Trail System, which is funded through sales tax initiatives approved by voters in 2000, 2005, 2010, and 2015.  The objectives of the program are to acquire and preserve open space along San Antonio creekways and to develop multi-use hike and bike trails, trailheads, signage and associated amenities for use by San Antonio residents and visitors.

 

The Request for Low Qualified Bids was advertised the last day in February and the first, second, third and fourth weeks of March 2020 in the Hart Beat, the Texas Electronic State Business Daily, the City’s website, and announced on the City’s public access station TVSA.  Three (3) bids were received. After reviewing the bidders’ qualifications and conducting interviews, Crownhill Builders, Inc. was selected with the lowest qualified bid of $698,159.00, which includes a base contract bid of $683,309.00 and an add alternate bid of $14,850.00 for additional landscaping.  A standard construction contract will be executed and a summary of the bids is shown on Exhibit 1.  Crownhill Builders, Inc. has performed similar work on projects for the City of San Antonio.  It is anticipated that construction will begin in July 2020 and will be completed in FY 2021.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program.  Crownhill Builders, Inc. is a small, minority-owned firm that will be self-performing the 15% Minority and/ or Women-Owned Business Enterprise (M/WBE) subcontracting goal and has committed to satisfying the 1% African American Business Enterprise (AABE) subcontracting goal.

 

ISSUE:

 

This ordinance accepts the lowest qualified bid and awards a construction contract to Crownhill Builders, Inc. in an amount not to exceed $698,159.00, funded from the voter approved 2015 Sales Tax Venue funds.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this construction contract.  However, in doing so the project would be delayed and risk potential cost increases due to market inflation.

 

 

FISCAL IMPACT:

 

This ordinance authorizes a one-time capital improvement expenditure in the amount of $698,159.00 payable to Crownhill Builders, Inc. for the Salado Trailhead at E. Commerce located in Council District 2.  Funding in the amount of $698,159.00 is available in voter approved 2015 Sales Tax Venue funds and is included in the FY 2020 - FY 2025 Capital Improvement Program.   Funding for operation and maintenance of the city-wide greenway trail system is submitted annually as part of the annual budget process as trail miles are completed.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance to accept the lowest qualified bid and award a construction contract to Crownhill Builders, Inc. in the amount of $698,159.00.  This construction contract was developed utilizing the formal competitive bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
