Contract Award: Pipers Meadow Park (2017 Bond Project)
SUMMARY:
An ordinance accepting the lowest responsive bid and awarding a construction contract to M Company General Contractors, Inc. in the amount of $242,480.00 for development of the new Pipers Meadow Park, a 2017 Bond funded project, located in Council District 6. Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.
BACKGROUND INFORMATION:
Project Background
On May 6, 2017, voters approved the 2017 Bond Program which authorized $520,000.00 for the development of the new Pipers Meadow Park. Two separate public input meetings were held in November 2018 and March 2019 to gather feedback for the Pipers Meadow Park project. The project will provide for site clearing, grading, the addition of a new entry and parking lot with lighting, a portable restroom enclosure, signage, concrete and asphalt loop walking trails, park tables and benches. Construction is anticipated to begin July 2020 and estimated to be completed by January 2021.
Procurement of Services
This project was advertised on March 11, 2020 for construction bids in the San Antonio Hart Beat, on the City's website, TVSA, Texas Electronic State Business Daily, on the electronic bidding website Civcast, and through the PWD Small Business Office. Bids were opened on April 14, 2020 and five bids were received. Of these, M Company General Contractors, Inc. submitted the lowest responsive bid. A matrix of the bid outcome is included herein.
