Contract Award: Commerce Street (St. Mary’s Street to Santa Rosa Street) Project (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance awarding a construction contract to Jerdon Enterprise, L.P. in the amount of $11,084,957.60 of which $132.570.00 will be reimbursed by San Antonio Water System (SAWS) and $1,103,790.00 will be reimbursed by CPS Energy for the Commerce Street (St. Mary’s Street to Santa Rosa Street) project, a previously authorized debt and 2017 Bond funded project, located in Council District 1.  Funds are available from previously authorized debt proceeds and the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $6,000,000.00 for the Commerce Street (St. Mary’s Street to Santa Rosa Street) project located in Council District 1.  This project will provide for the reconstruction of Commerce Street from St. Mary’s Street to Santa Rosa Street including pedestrian and landscape amenities as appropriate and within available funding.  The project will also include joint-bid utility work in coordination with Centro San Antonio, El Mercado Zona Cultural District and the San Antonio River Authority.  The Commerce Street (St. Mary’s Street to Santa Rosa Street) project is a continuation of 2012 Bond Downtown Streets Reconstruction funded project that provided for various street reconstruction and sidewalk improvements of various downtown streets.  Construction is anticipated to begin in July 2020 and estimated to be completed January 2022.

 

Procurement of Services

A Request for Competitive Sealed Proposals (RFCSP) was released in September 24, 2018 in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, and through the PWD Small Business Office.  Responses were due on December 4, 2018, and three (3) proposals were received. A selection committee consisting of representatives from the City Manager’s Office, Public Works, and San Antonio Water System evaluated and ranked the submissions and scored the proposals. Scoring was based on the published evaluation criteria, which included: Evaluation of Experience and Qualifications of the Prime Firm, Understanding of the Project and Proposed Management Plan, Overall evaluation of the firm/team and its ability to provide the required services, Price Proposal and participation in the SBE and M/WBE Prime Contractor Programs.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee applied the Small Business Enterprise Prime Contract Program with 10 Evaluation preference points and Minority/Women-Owned Business Enterprise Prime Contract Program with 10 Evaluation preference points. Additionally, the Goal Setting Committee set 24% Minority/Women Business Enterprise (M/WBE) and 3% African American Business Enterprise (AABE) subcontracting goals. Jerdon Enterprise, L.P. has committed to meeting the subcontractor participation goals.

 

This contract was developed utilizing a formal Request for Competitive Sealed Proposals (RFCSP) process; therefore, as required by the Ethics Ordinance, a Discretionary Contracts Disclosure Form has been included herein as an attachment.

 

 

ISSUE:

 

This ordinance awards a construction contract to Jerdon Enterprise, L.P. in the amount of $11,084,957.60 of which $132.570.00 will be reimbursed by San Antonio Water System (SAWS) and $1,103,790.00 will be reimbursed by CPS Energy for the Commerce Street (St. Mary’s Street to Santa Rosa Street) project, a previously authorized debt and 2017 Bond funded project, located in Council District 1.

 

This project will provide for the reconstruction of Commerce Street from St. Mary’s Street to Santa Rosa Street.  The project will include the reconfiguration of two travel lanes, new sidewalks on the north and south sides of the street, a shared bus lane and the addition of streetscape amenities such as trees, landscaping, benches, on-street parking and lighting for the north and south side portions of the street.  The joint-bid utility work will include water, sewer and gas infrastructure upgrades within the project’s limits. Construction is anticipated to begin in July 2020 and estimated to be completed January 2022.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise the project; however, considering the additional time required for another solicitation process this would adversely affect the timely completion of the project. 

 

 

FISCAL IMPACT:

 

This is one-time capital improvement expenditure in the amount of $11,084,957.60 payable to Jerdon Enterprise LP, of which $132.570.00 will be reimbursed by San Antonio Water System (SAWS) and $1,103,790.00 will be reimbursed by CPS Energy. Funds are available from the previously authorized debt proceeds and the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance awarding a construction contract in the amount of $11,084,957.60 to Jerdon Enterprise, L.P. of which $132,570.00 will be reimbursed by San Antonio Water System (SAWS) and $1,103,790.00 will be reimbursed by CPS Energy for the Commerce Street (St. Mary’s Street to Santa Rosa Street) project.
