Funding Agreement:  Aquatic Center at Palo Alto College (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance approving the execution of a Funding Agreement between the Alamo Community College District and the City of San Antonio in an amount not to exceed $5,300,000.00 for improvements to the Aquatic Center at Palo Alto College, a 2017 Bond funded project, located in Council District 4.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvements Program. 

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, the City approved the 2017 Bond Program authorizing $5,300,000.00 in Parks, Recreation and Open Spaces for improvements to the Aquatic Center at Palo Alto College located at 1400 Villaret in Council District 4.  Open since 1992, the facility which the City of San Antonio co-manages with Alamo Community College District offers various swimming activities open to the public and hosts a number of high caliber swim meet competitions year-around including the US Open, USA Swimming Junior Olympics, U.S. Olympic Festival and several NCAA Championships. 

 

The 2017-2022 Bond funds will support improvements to the Aquatic Center at Palo Alto College to include new roof, heating, ventilation, and air-conditioning (HVAC) replacement, interior and exterior renovations. The City’s funding will go toward the construction of these improvements.

 

Construction will be overseen by the Alamo Community College District and is anticipated to begin in August 2020 and estimated to be completed in March 2022. Funding will be provided on a reimbursement basis and upon construction verification and approval.

 

Procurement of Services

This agreement will be executed in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee set a 27% Minority/Women-Owned Business Enterprise subcontracting goal and a 3% African American-Owned Business Enterprise subcontracting goal. The Alamo Community College District has committed to meeting these goals.

 

ISSUE:

 

This ordinance approves the execution of a Funding Agreement between the Alamo Community College District and the City of San Antonio in an amount not to exceed $5,300,000.00 for improvements to the Aquatic Center at Palo Alto College, a 2017 Bond funded project, located in Council District 4.

 

The 2017-2022 Bond funds will support improvements for the Aquatic Center at Palo Alto College.  The City’s funding will go towards upgrades to the exterior and interior finishes, construction of site improvements and interior renovations.  The project work will include the replacement of HVAC equipment and interior lighting, installation of new translucent wall skylight fixtures including new metal roof panels and associated insulation and entrance modifications. Additionally, the project will provide for construction of site work improvements to include improved drainage, addition of new shade features and the replacement of pavers with stained concrete as well as interior renovations consisting of the replacement of existing lighting with LED fixtures and interior finish upgrades of the complex’s flooring, ceilings, walls in public spaces including the natatorium and locker/shower areas.

 

Construction is anticipated to begin in August 2020 and estimated to be completed in March 2022.  The center will not be open for use during construction.

 

 

ALTERNATIVES:

 

City Council could choose not to approve the agreement; however, doing so would delay the delivery of the voter approved Bond project for improvements to the Aquatic Center at Palo Alto College and potentially impact the continued use and attraction of major swim meet events at the center.

 

 

FISCAL IMPACT:

 

This ordinance approves a funding agreement with Alamo Community College District in the amount of $5,300,000.00 for construction of improvements for the Aquatic Center at Palo Alto College.  Of this amount, $5,194,000.00 in reimbursable funds is payable to Alamo Community College District and the remaining $106,000.00 will be retained by the City for City’s capital administrative services associated with the management of this project.  Funds are available from 2017 - 2022 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvements Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing the execution of a Funding Agreement with Alamo Community College District for improvements to the Aquatic Center at Palo Alto College.
